Fully Integrated Lifecycle Mission Support Services 2 (FILMSS 2) is a contract opportunity anticipated to be released by National Aeronautics and Space Administration, the office of Ames Research Center (ARC) which is expected to be a Full and Open Competition opportunity.

The Pre-solicitation notice was first released on October 2018 on the official website of Federal Business Opportunities, and since then other notices to announce various amendment changes have been issued.

According to the Draft Solicitation released at the end of December 2018, the contract will include a full range of Research and Development services such as specialized technical and professional support for Ames Mission Support work. Some of the included services are program, science, engineering, operations, and project management support for such efforts as biosciences flight development projects, collaborative science programs, aeronautics research projects, and various Ames offices.

More About the FILMSS 2 Contract

The FILMSS contract is divided into two major parts. It is a Cost-Plus Fixed-Fee, Completion Core Requirements and Indefinite Delivery Indefinite Quantity (IDIQ) component under which will be executed CPFF competition task orders.

Contract’s core technical elements are designed to continue for five years of contract performance. Each of them consists of defined requirements, whereas each IDIQ task order consists of work related to that of the core requirements, and additional program, science, engineering, operations, and project management support to various ARC codes/offices.

The procurement is a re-compete for support services for an ARC's capabilities that involves all phases of mission and project lifecycles for flight programs and projects, research and technology development, as well as support for other programs and functional offices and directorates at the office.

What Contractors should know?

The Government will use a special evaluation approach which will award contracts based on three main factors:

  • Mission Suitability
  • Past Performance
  • Cost/Price

All Offerors are advised to prepare their proposals based on these criteria required by the government in order to increase their chances to win the award. To achieve this, they must follow all the instructions that will be defined in the Final RFP. The Government intends to award the contract based solely on the initial offers received without discussions; thus, contractors are encouraged to carefully prepare proposals accordingly to the criteria required and submit their initial proposals to the Government using the most favorable terms of content, organization, as well as price and technical standpoint.
