This is an 8(a) Set-Aside, Firm Fixed Price, Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity contract with Information and Technology as the primary requirement. Currently, the number of awards to be made by the Government remains unknown. According to the SPAWAR E-commerce website, the estimated value of this requirement is $125,000,000. Whereas the Small Business size standard is $38.5 million.

EVALUATION FACTORS FOR AWARDS
The Government intends to award the contract to the offeror based on “best value” approach to the offeror whose offer is prepared in conform to the solicitation requirements, utilizing a tradeoff source selection process among cost and non-cost factors. The “best value” determination will be based on the merits of the offer and the offeror’s capability, and may not necessarily be the proposal offering the lowest cost, nor receiving the highest technical rating. On the contrary, if offerors fail to submit a proposal that does not meet the evaluation criteria specified in the solicitation will be determined unacceptable and may be rejected without further evaluation.
