Summary: The Department of Defense (DoD), Defense Health Agency (DHA), has a requirement for Medical Q-Coded Support and Services – Next Generation (MQS2-NG).
Requirements: The contractor shall provide services to meet the following:

  • Provide for professional medical and medical support services for the Department of Defense (DOD) Military Treatment Facilities (MTFs) located within the 50 United States, the District of Columbia (DC), Puerto Rico, Guantanamo Bay, Cuba, and Guam.
  • The types of services acquired are listed as Q services in the Product Service Code (PSC) manual.
  • These services include the professional medical (clinical) services such as ancillary, dental, physicians, and nurses as well as the medical support services such as appointing, auditing, clerical, coding, medical records, and transcription.
  • Purpose: Develop a strategic acquisition vehicle to acquire professional medical (clinical) and medical support services to supplement and/or support medical facility staff capabilities
  • Q-Coded Services (Product and Services Code Manual)
    • 200 Series: Ancillary Services
    • 300 Series: Laboratory Services
    • 400 Series: Nursing Services
    • 500 Series: Physician Services and Dental Services (503)
    • 600-800 Series: Medical Support Services (i.e., coding, transcription)
  • Provide Medical Supplemental (Type I) Staffing
    • Manage the placement of qualified contract workers (FTE-based) to supplement existing medical staff
  • Provide Medical Support (Type II) Services
    • Provide a full service operation where medical staff does not exist
  • Conduct Market Analytics
  • Provide value-added services (i.e., industry analysis, trend analysis) to optimize resources
Background: The Defense Health Agency (DHA) supports the delivery of clinical and medical support services within the Military Health System (MHS) by administering and managing two strategic contracts designed to supplement the staff in DOD medical and dental facilities. For the most part, these two strategic contracts, which are Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Contracts (MACs), relied on vendors to provide healthcare staffing services at individual medical and dental facilities, which is the predominant method used to contract for health care services.

The types of services acquired are listed as Q services in the Product Service Code (PSC) manual. These services include the professional medical (clinical) services such as ancillary, dental, physicians, and nurses as well as the medical support services such as appointing, auditing, clerical, coding, medical records, and transcription.

The purpose of the Amendments is to extend the Proposals due date, update the size standard and incorporate FAR Clause 52.216-19.
