CENTER MAINTENANCE OPERATIONS AND ENGINEERING II (CMOE II)

NASA Langley Research Center (LaRC) is seeking proposals for the Center Maintenance Operations and Engineering II (CMOE II) contract, which will provide facilities support services for the center’s buildings, grounds, utilities, and infrastructure. The CMOE II contract is expected to be awarded by March 31, 2024, and will have a two-year base period and four two-year options, with a total estimated value of $82.2 billion.

The CMOE II contract will replace the current CMOE contract, which is held by Jacobs Technology Inc. and expires on September 30, 2024. The CMOE II contract will cover a wide range of services, such as engineering design and analysis, maintenance and repair, construction and renovation, environmental compliance and management, energy conservation and sustainability, fire protection and security systems, custodial and landscaping services, and waste management and recycling.

The CMOE II contract will support LaRC’s mission to conduct research and development in aeronautics, exploration, science, and space technology. LaRC is the oldest of NASA’s field centers and has a history of innovation and excellence in aviation and space research. LaRC operates more than 40 wind tunnels and other facilities to test and improve aircraft and spacecraft performance and safety. LaRC also plays a key role in planning and designing space missions, such as the Apollo Lunar Module, the Mars Science Laboratory, and the Orion Multi-Purpose Crew Vehicle.

The solicitation for the CMOE II contract will be posted on SAM.gov on August 23, 2023, under solicitation number 80LARC23R0001. The solicitation is open to full and open competition, with no set aside for small businesses. The contract type will be a hybrid of a firm fixed price, cost plus fixed fee, cost plus award fee, and indefinite delivery indefinite quantity. The NAICS code for the contract is 561210 – Facilities Support Services, with a size standard of $47 million annual receipts.
