CHIEF INFORMATION OFFICER COMMODITY SOLUTIONS (CIO-CS)
Overview
The Department of Health and Human Services (HHS), National Institute of Health (NIH), National Institutes of Health Information Technology Acquisition and Assessment Center’s (NITAAC) is seeking to establish a Government-Wide Acquisition Contract (GWAC) for IT commodity solutions as they relate to health and life sciences capabilities, and general Information Technology (IT) initiatives. This GWAC, known as CHIEF INFORMATION OFFICER COMMODITY SOLUTIONS (CIO-CS), will provide a mechanism for the federal government to procure IT commodity solutions from qualified vendors at competitive prices.
Scope
The scope of CIO-CS covers a wide range of IT commodity solutions, including but not limited to:
- Hardware: such as servers, desktops, laptops, tablets, smartphones, printers, scanners, monitors, etc.
- Software: such as operating systems, applications, databases, security tools, cloud services, etc.
- Services: such as installation, configuration, maintenance, training, warranty, etc.
The IT commodity solutions procured through CIO-CS must be related to health and life sciences capabilities, such as biomedical research, health care delivery, public health, bioinformatics, biotechnology, etc., or general IT initiatives that support the mission of HHS and NIH.
Eligibility
The CIO-CS GWAC is open to all federal agencies and authorized federal contractors. The NITAAC will issue a solicitation for CIO-CS in May 2024 ( Estimate) and award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts in April 2025 ( Estimate). The IDIQ contracts will have a base period of 60 months and one option period of 60 months. The estimated value of the CIO-CS GWAC is $20 billion ( Estimate).
The solicitation will be open to all vendors who can demonstrate their ability to provide IT commodity solutions that meet the requirements of the CIO-CS GWAC. The solicitation will use the North American Industry Classification System (NAICS) codes 541519 (Other Computer Related Services) and 334111 (Electronic Computer Manufacturing) to determine the size standards for vendors. The size standard for NAICS code 541519 is $34 million annual receipts except 150 employees for Information Technology Value Added Resellers. The size standard for NAICS code 334111 is 1250 employees.
