The Contractor shall provide professional services, construction, and equipment support for various projects and activities. The Contractor shall be able to perform tasks in the following major activity areas: Training/Mentoring, Equipment, Construction, and Logistics Support. For each activity area, the Contractor shall have specific capabilities and qualifications, such as:

- Training/Mentoring: The Contractor shall be able to build training cadres, provide new equipment and specialized equipment training (such as C-IED and T-CCC), conduct organization maintenance (for vehicles and communications), and deliver tactical training (for peacekeeping, maritime, and counterterrorism operations).

- Equipment: The Contractor shall be able to supply non-lethal equipment, such as APCs, cargo trucks, tankers, generators, night vision devices, communication devices, and tents.
