SUBORBITAL HOSTED ORBITAL FLIGHT AND PAYLOAD INTEGRATION SERVICES 4

The National Aeronautics and Space Administration (NASA) is seeking suborbital hosted orbital flight and payload integration services for its Flight Opportunities Program (FOP). The FOP aims to provide frequent and affordable access to relevant environments for technology maturation and scientific research. The FOP solicits proposals from commercial suborbital providers that can offer flight opportunities for payloads that address NASA’s strategic goals and objectives.

The FOP is interested in suborbital platforms that can host orbital-class payloads and provide them with a microgravity environment for a duration of at least 15 minutes. The platforms should also be capable of integrating, testing, launching, and recovering the payloads safely and reliably. The payloads may include CubeSats, SmallSats, or other standardized or custom-built spacecraft.

The FOP intends to award multiple indefinite-delivery/indefinite-quantity (IDIQ) contracts with a maximum ordering value of $45 million each. The contracts will have a five-year ordering period with no option periods. The FOP expects to issue task orders on a competitive basis among the awardees, based on the availability of funds, payload readiness, and platform performance.

The FOP plans to release a draft request for proposals (RFP) in July 2023 and a final RFP in September 2023. The FOP anticipates awarding the contracts in March 2024.

 

TINKER AFB FUELS MANAGEMENT SERVICES (GOCO)

The Department of Defense (DoD) is seeking fuels management services for Tinker Air Force Base (AFB) in Oklahoma. The services include receiving, storing, issuing, testing, and accounting for aviation and ground fuels, as well as operating and maintaining the fuels infrastructure and equipment. The services will be performed under a government-owned/contractor-operated (GOCO) arrangement, meaning that the contractor will use the government’s facilities and assets to provide the services.

The DoD intends to award a single fixed-price contract with economic price adjustment and award fee provisions. The contract will have a one-year base period and four one-year option periods. The estimated value of the contract is $75 million. The DoD expects to issue a request for proposals (RFP) in October 2023 and award the contract in April 2024. The contract will have a performance start date of October 2024.

The DoD also plans to conduct a pre-proposal conference and site visit at Tinker AFB in November 2023, and will provide details on how to register for these events in the future.
