RFP: Contract Field Teams (CFT)

Introduction
The Air Force Sustainment Center (AFSC) is seeking proposals from qualified contractors to provide on-site maintenance support for various active weapon systems in the US Government inventory under the Contract Field Teams (CFT) program. The CFT program is a multi-billion dollar contract vehicle that allows the AFSC to procure maintenance services from qualified contractors worldwide. The CFT program covers organization, intermediate, and depot-level maintenance support for modification, maintenance, inspections, and repair of these weapon systems at operational government locations worldwide. The CFT program also includes the modification, maintenance, inspection, and repair of associated support equipment for any Federal Agency or authorized Foreign Military Sales (FMS) customer locations both in the Continental United States (CONUS), and Outside the Continental United States (OCONUS). All weapon systems supported under this contract must be non-commercial and have Government owned technical data.

Scope of Work

The PWS defines the requirements for each level of maintenance, as well as the general requirements for personnel, equipment, quality assurance, security, safety, environmental compliance, and reporting. The PWS also identifies the potential locations and weapon systems that may require CFT support. The PWS is subject to change based on the government's needs and priorities.

The CFT contractors are expected to provide rapid and flexible response to the government's maintenance needs. The CFT contractors are required to deploy qualified personnel and equipment within 72 hours of task order award. The CFT contractors are also required to comply with all applicable laws, regulations, policies, and directives governing their performance.

The CFT program is structured as a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract with a potential value of $11.4 billion and a period of performance of seven years. The AFSC will issue task orders to the CFT contractors on a competitive or sole source basis, depending on the urgency and complexity of the requirement. The task orders will specify the location, duration, scope, and price of the CFT support.

Proposal Instructions

The Past Performance volume must provide evidence of the offeror's relevant and recent experience in providing similar services. The Price volume must provide a realistic and reasonable cost estimate for performing the PWS requirements.

The proposals must be complete, accurate, and responsive to the solicitation. The proposals will be evaluated by an Evaluation Team using a best-value trade-off approach. The Evaluation Team will consider both non-price and price factors in determining the best value to the government.
