SHEPPARD ALTUS MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

To qualify for the 8(a) program, a business must meet certain criteria, such as being at least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged, having a personal net worth of $750,000 or less, and having average annual receipts of $19 million or less.

What are the requirements for the MACC?

The MACC will cover a wide range of construction services, such as renovation, repair, alteration, demolition, design-build, and new construction of facilities and infrastructure. The projects will be located at Sheppard Air Force Base (AFB) in Texas, Altus AFB in Oklahoma, Lake Texoma in Texas, and Frederick Airfield in Oklahoma.

How to bid on the MACC?

The Air Force has not yet issued the solicitation for the MACC, but it is expected to do so in August 2023. The award date is estimated to be in September 2023. The solicitation number will be FA302023R0006.

To prepare for the bidding process, contractors should:

  • Register in the System for Award Management (SAM) and obtain a DUNS number and a CAGE code.
  • Obtain an 8(a) certification from the SBA and update their profile in the Dynamic Small Business Search (DSBS) database.
  • Monitor the beta.SAM.gov website for updates on the solicitation and any amendments or notices.
  • Review the performance work statement (PWS), evaluation criteria, and instructions to offerors that will be included in the solicitation.
  • Prepare a responsive and competitive proposal that demonstrates their technical capability, past performance, and price reasonableness.
