Integrated Healthcare Transformation 2.0 IDIQ Contract- Request for Information (RFI) 2: Conceptual Unrestricted Pool
The Department of Veterans Affairs (VA) is seeking information from industry to support the development of a future acquisition strategy for the next Integrated Healthcare Transformation (IHT) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The IHT contract is a vehicle that provides VA with access to a wide range of healthcare transformation services, such as strategic planning, organizational change management, healthcare analytics, healthcare economics, healthcare systems redesign, and healthcare subject matter expertise.
The current IHT contract was awarded in April 2020 and has a maximum value of $1 billion. Due to high utilization by VA programs responding to COVID-19, the Presidential Transition, and various legislation, the contract is expected to reach its ceiling value by the end of fiscal year 2023. Therefore, VA intends to increase the ceiling value by $450 million and extend the ordering period for one year, while concurrently developing the requirements for the next IHT contract (IHT 2.0 or similar).
The purpose of this RFI is to solicit feedback from industry on the conceptual unrestricted pool of the next IHT contract. The unrestricted pool is intended to provide VA with access to large and mid-sized businesses that have extensive experience and capabilities in healthcare transformation. The unrestricted pool will complement the restricted pool, which will be reserved for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).
The RFI contains a draft statement of work (SOW) for the unrestricted pool, which outlines the scope, objectives, tasks, deliverables, and performance standards of the contract. The RFI also contains a list of questions for industry to answer regarding the SOW, such as:
• What are the strengths and weaknesses of the draft SOW?
• What are the potential risks and challenges of performing the tasks under the draft SOW?
• What are the best practices and lessons learned from similar contracts in the healthcare industry?
• What are the suggested labor categories and qualifications for the draft SOW?
• What are the estimated level of effort and pricing for the draft SOW?
The RFI requests that interested parties submit their responses by June 11, 2023 via email to [email protected]. The RFI also invites interested parties to participate in a virtual industry day on June 3, 2023, where VA will provide an overview of the IHT program and answer questions from industry. The RFI states that this is a market research tool only and does not constitute a solicitation or a commitment by VA to award a contract.
