Background

The Naval Surface Warfare Center Carderock Division (NSWCCD) Ship Signatures Department, Code 70, provides services and facilities to accomplish acoustic data acquisition and analysis in support of surface ship and submarine research and development (R&D) projects funded by the Naval Sea Systems Command (NAVSEA), other Navy and Department of Defense (DoD) sponsors, and non-Government organizations. The objective of the technical efforts described is to provide scientific, engineering, and technical support for operations, maintenance, repair, and logistics at the ARD; in support of measurement and assessment testing, acoustic stealth technology development, and related research programs.

As part of its mission, the Ship Signatures Department develops, operates, and maintains major acoustic R&D test facilities at the ARD located in Bayview, ID. The ARD develops, operates, and maintains acoustic test systems and support equipment on, and in, Lake Pend Oreille, ID. These systems and equipment include large models and other specialized test hardware, barges, and platforms capable of being equipped with data acquisition and processing systems, shore based laboratories, and underwater acoustic test ranges consisting of moored acoustic sensors and oceanographic instrumentation. Services are provided by the ARD to accomplish acoustic, vibration, magnetic, infrared, powering, and other data acquisition and analysis in support of surface ship and submarine stealth technology development of R&D projects.

Previous Requirements

The Contractor shall provide:

  • Maintain a management structure and management reporting system that ensures proper and timely performance, delivery, and completion of all Technical Instructions (TIs). The Contractor shall appoint a Program Manager to act as the focal point for all communications between the Contractor and Government. The Program Manager shall have overall responsibility for accomplishing the efforts specified within each TI.
  • Provide a Contracting Officer’s Management Report / Monthly Status Report (CDRL A001). The Contractor shall account for time and materials expended under this Task Order in accordance with TIs as required.
  • Provide a Weekly Cost Report Spreadsheet (CDRL A002) that tabulates weekly labor cost and material & travel cost (ODC) by task, obligated amount, cumulative expenditure amount, and remaining funding by the TIs. The report shall also include any subcontractor costs anticipated / incurred. The Contractor shall have access to and utilize the ARD Data Management System (ARDDMS) to record an up-to-date detailed record of ODC material acquisitions performed under the contract.
  • Provide on-site management and coordination support at the ARD in the form of a single, on-site Senior-Level Manager. This Contract Site Manager shall be responsible for assisting the Government in support planning and will have direct contact with all Government Leads and System Engineers. Additionally, the Contract Site Manager shall be required to:
    • Have a complete understanding of the overall contract progression and work/performance, cost, scheduling, and access requirements; and ensure that the quality level being performed/delivered is consistent with the required quality level.
    • Control the quality, completeness, and timeliness of all Contractor work.
    • Organize Contractor assets and personnel necessary to pursue task execution on a daily basis under this Task Order, including providing technical status concerning measurement systems, data requirements, test planning, and other work in progress relating to task completion; generating high quality technical documentation on task completion; and contributing to discussions at scientific and contract meetings to disseminate information and results of operations, maintenance, experiments, and instrumentation system functionality, as well as contract performance.
    • Contribute to the process of creating schedules, task planning, and coordinating with Government representatives and the COR for completion of work. Program coordination will require review and control of Contractor personnel to ensure that resources are used in the most cost-effective manner at all times.
