Requirements

The SOW sets forth the requirements for a D-B construction effort at FE Warren AFB, WY. The contractor shall manage and
perform D-B construction work as defined in the contract. The contractor is the Designer of Record (DOR) as well as the
Constructor of Record for D-B projects. As the DOR, the contractor accepts specific responsibilities as described in Appendix 8
of the basic contract SOW. The Contractor is to provide the government with a Work Breakdown Structure (WBS) (A006),
Construction Work Plan (CWP) (A007 and A008), construction, and warranty for the Advanced Meter Reading System
(AMRS) to meet the existing design and current Air Force (AF) Standards. The Contractor shall prepare the WBS and CWP
for the implementation of an AMRS that incorporates meters, meter reading systems, and data management capabilities at RAF
Lakenheath, UK in accordance with the Department of Energy (DOE), Federal Energy Management Program (FEMP)
Guidance for Electric Metering in Federal Buildings, dated November 2014.
