Background

Submarine Sail, Deployed Systems, and Modernization HM&E Engineering (Code 453) and the Undersea Vehicle, Submarine Sail and Deployed Systems Division (Code 45) of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), provide for maintenance, repair, restoration, overhaul, and testing of Submarine Sail and Hull Systems on Virginia Class Submarines in accordance with Class Maintenance Plans (CMP) and applicable Availability Work Packages (AWP). Code 453 also supports PEO Submarines and Virginia Class new construction efforts by providing sail system repair and support equipment. VIRGINIA Class Sail Racetracks, Payload Tube Loading Platforms, and Multiple All-Up-Round Canister Special Support Equipment Ladder Kits with shipping crates, are maintenance and repair support equipment used in the performance of critical sail and missile tube work.

Requirements

  • The contractor shall manufacture, test, and certify VIRGINIA Class Submarine Sail Racetracks, Payload Tube Loading Platforms, and Multiple All-Up-Round Canister Special Support Equipment Ladder Kits with shipping crates. Work supports delivery of equipment needed to execute sail system maintenance, troubleshooting, and repair. In addition, specialized equipment delivery supports the load out of submarine missile tubes with specialized payloads. In order to meet submarine fleet maintenance and operational requirements the contractor must be prepared to provide the contracted equipment as identified in the timeframes put forth. The contractor shall support preparation and ultimate loading of manufactured equipment onto government contracted transportation trucks for delivery to NSWCPD designated locations. The contractor will be required to receive, store or generate Controlled Unclassified Information (CUI) in the performance of this work.
  • The contractor shall also provide fly away teams that will be able to travel to waterfront locations all over the WORLD to provide final assembly support of the VIRGINIA Class Submarine Racetracks and other support equipment. The time needed will be variable based on location. They will not be required to provide riggers, crane operator and crane. They should be prepared to supply manpower required to turn the wrenches and all required tools to assemble the racetrack.
