Development Plan For Seoul Background

The United States’ (U.S.’s) New Embassy Compound (NEC) in Seoul will be built on an approximately 79,000 gross square meter (12 acres) site known as Camp Coiner and located on the northern edge of the U.S. Army Garrison-Yongsan (USAG-Y). The NEC will satisfy collocation requirements and provide facilities fully compliant with current security and technical standards.

The Camp Coiner property contains many existing buildings, hardscape surfaces, and below-grade utility infrastructure. Contaminated soil and groundwater, to include two known contamination plumes from past fuel oil leaks, have been identified and must be remediated prior to construction of the NEC.

The Department of State’s (DoS’s) Bureau of Overseas Buildings Operations, the single real manager for U.S. governmental diplomatic and consular property overseas, requires the whole property to be cleaned according to the more stringent of U.S. and Korean standards.
