ECLIPS Solicitation Background

DHS plans to create a DHS-wide Strategic Sourcing Contract for Cloud Infrastructure Hosting Services.

The Department of Homeland Security including all components herein referred to as DHS, requires Cloud Service Providers (CSPs) with on-demand, secure, scalable, flexible, automated and cost-effective cloud computing facilities, services and resources that are accessible via a web Graphical User Interface (GUI) console or portal and through CSP Application Programming Interfaces (APIs) using a Command Line Interface (CLI) that allow DHS to rapidly and programmatically provision and/or de-provision infrastructure hosting services and/or resources within the CSPs’ offering. References to the CSP refer to the Cloud Infrastructure Hosting (CIH) services, while references to the Contractor refer to the reseller who will provide those services to the Department.

ECLIPS Solicitation Requirements

  • This requirement is for CIH in a FedRAMP approved facility within the continental United States.
  • The CSP requirements table identifies the minimum requirements and capabilities necessary for the services, and resources, that a CSP must provide to support the DHS Cloud Infrastructure Hosting requirements.
  • The types of cloud services required under this scope are:
    • Infrastructure as a Service (IaaS)
    • Platform as a Service (PaaS)
    • Software as a Service (SaaS)
    • Any PaaS and SaaS license purchased under vehicle shall support Cloud infrastructure
  • The scope of this requirement includes all IaaS, PaaS, and SaaS Services, FedRAMP approved marketplace product offerings in the CSP’s Federal Cloud, DoD/Secret and Commercial facilities (if supported by the CSP) that meet the SOW requirements.
  • The CSP Marketplace and SaaS services must be included in the CSP offering. DHS’s Cloud Architecture includes the capabilities associated with these CSP services e.g., the dissemination of custom Machine Image (MIs) to internal development teams.
  • The scope includes access to any CSP marketplace product offerings that comply with the FedRAMP Impact Level of “Moderate” or “High”, any on-demand IaaS and PaaS offerings that comply with FedRAMP Impact Level of “Moderate” or “High”, and any SaaS offerings that comply with FedRAMP Impact Level of “Moderate” or “High”.
