Requirements

The PEO Spectrum’s engineering analyses and services contract will conduct engineering analyses, in support of changes in the DoD national and international spectrum strategies, to include developing analytical approaches and prototypes. These services and analyses may include:

  • Conducting Electromagnetic Compatibility (EMC) analyses and engineering studies and provide recommendations resulting from those analyses and studies;
  • Providing engineering support in response to various regulatory and legislative activities (i.e., NTIA, FCC, World Radiocommunication Conference (WRC), etc.)
  • Providing engineering support to reallocate spectrum in accordance with the National Broadband Plan, the Beat China by Harnessing Important National Airwaves for 5G Act of 2020 and the 2020 Infrastructure Investment and Jobs Act.
  • Conducting spectrum sharing studies and develop technical papers for national and international working groups to ensure existing and planned DoD spectrum framework requirements are protected.
  • Providing engineering support to execute the DoD EMS Strategy.
  • Surveying, identifying, prioritizing, and assessing technologies that have potential impact on the DoD’s spectrum access.
  • Supporting and defending the DoD system’s present and future need for access to national and international radio frequency (RF) spectrum.
  • Advising decision makers on the technical viability and potential implications of policy and implementation options.
  • Reviewing assigned acquisition and policy documents to ensure that EMS Survivability requirements have been adequately addressed in support to the Joint Capabilities Integration and Development System (JCIDS).
  • Providing EMS and Electromagnetic Environmental Effects (E3) systems engineering support for DISA/PEO Spectrum.
  • Reviewing, assessing, and updating the DoD, Service and Joint Staff (JS) instructions, policies, and directives for adequate Hazards of Electromagnetic Radiation to Ordnance (HERO), Hazards of Electromagnetic Radiation to Personnel (HERP), and Hazards of Electromagnetic Radiation to Fuel (HERF).
  • Providing Subject Matter Expertise (SME) for the development and maintenance of EMCS.
  • Providing analytical support for deconfliction analyses, engineering technical guidance, and substantiating data to Combatants Command (CCMD), Joint Task Force (JTF) commanders, and JS Information Operations and/or Special Technical Operations (IO/STO) cells on IO/STO spectrum related matters in accordance with military doctrine.
