Requirements

The contractor shall:

  • Support the DoD and the Department of Homeland Security (DHS) housing missions by providing a compliant, secure, and functional system with robust performance for the high-tempo housing program to include functionalities for all levels of the housing organizations.  This includes installation housing offices providing housing products and services to Service members worldwide in various operating environments.  In addition, the contractor shall provide support for Congress, the Office of the Secretary of Defense, Service Secretariat offices, headquarters, and regional housing products and services.
    • Provide information technology technical support and services to ensure eMH is compliant with current and evolving DoD and Navy architecture, development, database, network, and information security policies, standards, accreditations, and certifications to include:
      • DoD IEA 2.0, DoDAF 2.02, DoD RPIM 11.0, DoDD 8570/8140.01, DoDI 8582.01, DoDI 8510.01 Risk Management Framework (RMF).
    • Provide day-to-day system management support to include monitoring, updating, patching, testing, and troubleshooting to include but not limited to compliance with Compliance Task Orders (CTO), Information Assurance Vulnerability Alerts (IAVA), Security Technical Implementation Guides (STIG), Web Risk Assessments (WRA), vendor patches and lifecycle version updates.
    • Knowledge of DoD family housing and unaccompanied housing programs providing IT support for the eMH application.  This includes policy and functionality updates to eMH modules for housing business lines and processes.
    • Provide 24/7 worldwide eMH end user support via telephone, email, DoD, Navy approved virtual conferencing tools (MS TEAMS), and site visits to DoD program and installation housing offices.  Support for enterprise and regional training events, offsite training, and program management meetings is also required.
    • Provide 24/7 worldwide eMH end user support via telephone, email, DoD, Navy approved virtual conferencing tools (MS TEAMS), and site visits to DoD program and installation housing offices.  Support for enterprise and regional training events, offsite training, and program management meetings is also required.
    • With the CNIC eMH program office, partner with other contractors and government offices to include data exchanges with other systems and expert consultations about eMH and DoD housing automation.
