Background

Public Buildings Service acquires space through new construction and leasing and maintain federal properties nationwide. We own or lease an inventory of more than 8,800 assets, maintain more than 370 million square feet of workspace for 1.1 million federal employees, and preserve more than 500 historic properties.

Requirements

The project scope includes:

  • The project scope includes expansion and modernization of the existing LPOE in order to meet updated Department of Homeland Security requirements. The LPOE construction requirements are expected to include commercial and non-commercial vehicle inspection facilities on or adjacent to the NYS Department of Transportation (NYS DOT) Route 30 Right of Way. GSA’s objective for the modernization and expansion of the Land Port of Entry is to renovate and reuse the existing 7,748 square foot Historic Colonial Revival style Headhouse, and construct a new 9,917 square foot addition.

    The existing LPOE will be closed during construction.  Site work will include the establishment of final grades and construction of pedestrian and vehicular roadways, paths, and parking; including drainage structures, markings, site lighting, safety features, and vehicle inspection lane technology equipment. The contractor shall coordinate with utility companies and pay for any work associated with providing utilities to the modernized LPOE. The construction contractor will be required to obtain all necessary permits and approvals from authorities having jurisdiction including but not limited to NYS DEC, Utility service providers NYSDOT and Franklin County Department of Highway.

  • Sustainability objectives for this planned LEED Gold Certified LPOE include geothermal based heating and cooling as part of a net-zero ready facility which also minimizes embodied carbon to the extent possible, by reusing the existing historic LPOE building in order to divert 330 tons of demolition waste from landfill.

    Note: The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c) emerging and sustainable technologies. The Contract resulting from this Solicitation will be funded in part by IRA appropriations, and it contains IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials and construction. In addition, please note that this Solicitation contains an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon.
