The Defense Logistics Agency (DLA) Troop Support Philadelphia has a requirement for a Fiber Reinforced Polymer (FRP) Mat Set, to be manufactured in accordance with a source-controlled drawing.

Solicitation Description

The Defense Logistics Agency (DLA) Troop Support Philadelphia intends to issue an Unrestricted Request for Proposal (RFP) for Fiber Reinforced Polymer (FRP) Mat Set, (NSN: 5680-01-701-5374, Part Number: FRP-KIT-SOW-WP), which must be manufactured in accordance with Sourcing Control Drawing #12E2500010. AMS Industries LLC (CAGE: 65S22) is the only approved source for the item.

This acquisition is for a Firm-Fixed Price, Requirements contract. The resultant contract will include a one (1) year base period, and four (4) one-year option periods. The Contract Maximum will be $267,576,250.00.

The solicitation number is SPE8EG-25-R-0008. FAR Part 15, Contracting by Negotiation procedures will be utilized. The acquisition will be accomplished using Other than Full and Open Competition procedures in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement . The solicitation will provide for one (1) contract. Price is the only evaluation factor that will be utilized. Any resultant contract will be awarded to the responsible offeror, offering the lowest price, whose offer conforms to all of the terms and conditions set forth in the solicitation.

Delivery terms will be FOB Origin and Inspection/Acceptance at Destination. The Government required delivery schedule is 120 days after date of order. Buy American Act and the Preference for Certain Domestic Commodities (aka Berry Amendment) clauses apply.

This synopsis should NOT be considered a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government is in no way obligated to purchase any material as a result of this notice.

The estimated release date of the solicitation is April 28, 2025. This date is subject to change. A copy of the solicitation will be available through the DLA Internet Bid Board System (DIBBS), https://dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support.
