Background

NAWCAD has a requirement for prototyping, production and installation of Mission System Avionics, aircraft upgrade/modification kits and components. This requirement is for a broad spectrum of supplies and services to improve fleet readiness, aircraft capabilities, and reduce acquisition time-lines by utilizing a streamlined IDIQ per FAR Part 16.505 procedures. This contract will be centrally managed by NAWCAD FRP Acquisition Coordination Team (FRP Team). Requirement owners include the U.S. Navy, U.S. Marine Corps, Foreign Military Sales and other Department of Defense (DoD) and Government Agencies. Requirements are expected to cover all type/model/series aircraft and systems within the DoD inventory, as well as commercial derivative platforms. This will be inclusive of Naval Science & Technology (S&T) prototyping and developmental requirements through, collaborative joint Government and Contractor teams; or Contractor team only, working from a Government developed requirement, with Government oversight, inspection and support. Scale shall include one-off demonstrations, production of limited quantities for maturing technical data packages to a productionized state, or full rate production. Production requirements will be the result of Government developmental efforts or Contractor developed products for which the Government will consider the appropriate data and rights suitable for third party full rate production.

Requirements

The Contractor shall provide:

  • Support S&T, prototyping, test, limited production and full rate production requirements. This includes, but is not limited to installation of mission systems, avionics, aircraft components, systems, modification kits, upgraded airframes, and improved aircraft performance. Requirements shall support aviation platforms operated under Military, Military/Commercial, and/or Federal Aviation Administration (FAA) rules and regulations which include: fixed-wing (airplanes: propeller and jet), rotary-wing (helicopters), unmanned aircraft vehicles (UAV), lighter than air vehicles (airships), as well as related mission and weapon systems. This shall include but is not limited to Military (MILAIR), Commercial Derivative Military Aircraft (CDMA), and Government Owned Commercial Aircraft (GOCA).
