Background

Grants serve as the primary mechanism FEMA uses to accomplish its mission. FEMA currently manages 40+ active grant programs to support DHS missions in response, recovery, mitigation, and preparedness. FEMA’s active grant programs are described in Tab 1: FEMA Grant Programs of Attachment 1: GMM Information Workbook.xlsx. Collectively, these programs represent approximately 70% of FEMA’s total spending. On average (depending on disaster activity), FEMA provides about $10 billion annually in grants funding.

The complexity of the FEMA grants domain poses challenges throughout the grants management life cycle. FEMA’s 40+ active grants programs:

  • Fund diverse activities across FEMA’s five mission areas: preparing for, protecting against, responding to, recovering from, and mitigating all hazards
  • Are awarded to multiple types of recipients and sub-recipients, including State, Local, Tribal, and Territorial jurisdictions and individuals
  • Fund steady-state and disaster activities
  • Are managed through nine different primary IT systems, along with numerous tools that support specialized business processes.

FEMA’s existing IT systems are unable to facilitate integrated, enterprise management of grants throughout its life cycle. Current challenges associated with FEMA’s grants management operations are described in greater detail in Section C: Mission(s) and Capabilities of Attachment 2: GMM Mission Need Statement. System limitations and uncoordinated business processes have challenged FEMA’s ability to operate efficiently and effectively. Current systems have not been able to adapt to changing policies, business practices, and the rapidly evolving cybersecurity landscape in a cost-effective way.

Requirements

  • GMM has a continuing need for software code development for the FEMA GO system.
  • Contract resources shall support GMM by adapting FEMA GO to new requirements and delivering software for capability that was deferred until after Full Operational Capability (FOC).
  • Development services shall be provided to GMM using the Agile software development methodology.
  • Agile development services shall apply design and engineering best practices to implement a modular, scalable, resilient application that fully integrates in the FEMA enterprise and completely interoperates with other FEMA applications, and which is in compliance with DHS and FEMA Enterprise Architecture (EA) and Cyber Security directives and policies.
  • Call 1 Description:
    • The Contractor shall provide Agile development activity, code delivery for functionality, and related services (e.g. design).
    • Additionally, the Contractor shall perform work to the standards outlined in the BPA and ensure all services are provided efficiently and economically, while providing quality products and services.
