Background

The Office of the Assistant Secretary for Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.

The wide scope of ASPR’s mission requires professional staffing services across program and functional mission areas to include: Chemical/Biological/Radiological/Nuclear Threat Response, Advanced Research and Development, Regulatory Affairs, Modeling, Emergency Preparedness, Emergency Management/Response, Logistics Management, Acquisitions/Contracts Management, Policy and Planning, Financial Management Planning and Analysis, Operations and Administrative Management (Travel/IT/Facilities/etc.), Strategic Staffing & Employee Development, Ethics, Public Health Communications and Strategic Stakeholder Engagement.

There is currently a high demand for contractor resources in multiple labor categories that support the ASPR mission, which cannot easily be met through the conventional (or direct) hiring process; therefore, commercial resources are sought to support immediate support requirements across multiple disciplines. The ASPR mission will be critically compromised without the ability to recruit and retain needed support services to maintain ASPR’s mission to protect Americans and save lives.
