Background

The NCTC Gulfport is a shore activity in an active operating status. An Echelon V command, NCTC’s Commanding Officer Reports to CSFE, NETC, and ultimately to the CNO. Respectively, NCTC Gulfport is subject to the regional area coordination authority of the Commanding Officer, Naval Construction Battalion Center (NCBC), Gulfport, on which it is located. NCTC Gulfport and NCTC Port Hueneme, California are the two NCTC locations that provide basic construction training to construction Military Occupation Specialties (MOS’s) in the Army and Air Force and basic and advance training for Navy Seabee personnel. Instructor support is provided by contract personnel for NCTC Gulfport, Mississippi.

Requirements

The Contractor shall provide:

  • Instructor support services to carry out the training requirements for basic construction training to military personnel in the Army, Air Force and Navy assigned to construction occupational fields. Support is also required to provide advance construction training to Navy Seabee personnel. The number of specific courses, course duration, start dates, curriculum, class size, and the number of instructors required to adequately meet NCTC Gulfport mission is determined by the coordinated effort of NCTC Gulfport, Center for Seabees and Facilities Engineering (CSFE), and Naval Education and Training Command (NETC) and approved by the Chief of Naval Operations (CNO). The contractor’s sole responsibility is to provide the number of fully qualified instructors approved to meet the training requirements and to see that the training requirements are fully met as prescribed by NCTC Gulfport. This training is continuous throughout the year and classes overlap and are staggered in order to meet scheduled training requirements.
