Background

Headquarters (HQ) Air Force Materiel Command (AFMC) is continuously reengineering and transforming its logistics businesses processes, systems and organizational structures as part of the broader Department of Defense (DoD) effort to better support the Warfighter. The AFMC Logistics, Civil Engineering, Force Protection, and Nuclear Integration directorate (AFMC A4/10) seeks to continue work stream integration efforts that support core Air Force Logistics, Civil Engineering and Force Protection (AF A4 Enterprise) and AFMC information technology (IT) functions as well as promote transformative initiatives. These initiatives are designed to simplify management and deliver enhanced warfighting capability to the AF Chief Data Officer (AF CDO), the Logistics Domain Data Officer (A4 LDDO), the AF A4 Enterprise, AFMC and functional customers.

The AFMC/A4/10 Systems Integration Division (AFMC/A4N) is reengineering the AF A4 Enterprise (as defined by the AF A4 Data Strategy) to become a data-driven organization that transforms data to increase operational agility for positioning of forces, supporting the Great Power Competition (GPC), maintaining a secure supply chain, and global and joint resource allocation and adjudication for the next fight. AFMC/A4N will manage the transformation and sustainment of effective, efficient enterprise systems capable of supporting expeditionary, net-centric operations; manage the strategic alignment of logistics business systems and logistics processes to equip and enable current and future force support. This effort will provide AFMC/A4N with the functional and technical resources required to successfully provide enterprise architecture (EA) and centralized data management (DM) for the AF A4 Enterprise Domain.

The Enterprise Integration Branch (AFMC/A4NE) has been charged, by the A4 Data Strategy to lead the AF A4 Enterprise by ensuring standardization throughout the enterprise, processes, procedures, new IT tools and measurements, standards; as well as overall DM needs throughout the Logistics IT enterprise. This support will provide for the system engineering and professional services required to (1) establish, execute, and sustain an integrated EA and DM processes, standards, tools, and metrics, (2) provide support for data analytics tools and services, and (3) assist IT legacy and capability initiatives with EA and DM needs.

Because of the highly technical nature of modernizing the AF A4 Enterprise IT domain, skilled contractor support is required to provide the skills necessary to successfully enable and integrate EA, DM, analytics and future transformational objectives. The focus is on modern IT and related AF data systems and support that is required to enable legacy remediation and potential modernization and/or replacement with specific emphasis on EA and DM. Proposed new ideas and indicative’s that can be used to support the LDDO’s.

AFMC A4NE envisions a near-term future in which there are increasing mission demands to:

  • Support rapid, effective decision-making, using VAULTIS (visible, accessible, understood, linked, trustworthy, interoperable, and secure) data available by means of dramatically expanded data-sharing capabilities, enabled by robust tools and various services in a data environment
  • Deliver the architectural products and services to ensure portfolio management decisions directly support strategic outcomes required by AF leadership

Requirements

This effort supports the AF A4 Enterprise, consisting of Logistics, Security Forces and Civil Engineering across all AF Major Commands (MAJCOMs). This effort includes providing support to the Logistics portfolio. This support will provide for the systems engineering and professional services required to establish, execute, and sustain an integrated EA and DM team, analytics for legacy and transformational capability initiatives.

This requirement supports the A4 CDO, and the A4 Data Strategy which focuses on achieving the goal of making data VAULTIS to outpace adversaries and enhance operational agility to meet current and future operating needs across the AF A4 Enterprise. The AF A4 CDO, is charged with leading responsibility to ensure enterprise processes, standardized IT tools and measurements, as well as overall DM is consistent throughout the AFMC Logistics IT enterprise.

This effort requires a wide range of support services to AFMC/A4N, to more efficiently and effectively support the following work streams:

  • EA Support and Sustainment
  • Reference Architecture Support and Sustainment
  • Enterprise DM Support and Sustainment
  • DM Support and Sustainment
  • Execution Services
  • Infrastructure Support
  • Data, Business and/or System Analytics

This requirement is for continuation of support for the AFMC/A4NE DM and EA teams. The requirement supports executing the AF A4 Data Strategy across the AF A4 Enterprise, the implementation of the AF/A4 LDDO roles and responsibilities; and maintains alignment with the SAF/CO Data Strategy. This requirement supports execution of the EA strategy outlined in public law, DoD, and AF policies and regulations. This requirement provides support for the Enterprise Architecture (EA) services for the AFMC/A4 portfolio.

The work streams indicated herein require DM/IT/EA professionals and engineering services at both the programmatic and enterprise level, to include DoD, MAJCOM, Centers, and other entities.

The Contractor shall support the Government’s effort to integrate and coordinate all activities needed to execute this effort successfully. The Contractor shall be responsible for maximizing the timeliness and quality of problem identification, risk/issue mitigation, corrective action plans, prompt and accurate identification of controversial issues, and maintaining the professional and ethical behavior of contracted employees. The Contractor shall only provide personnel that can accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training and experience.

The EIB execution services include providing support to execute, implement, or apply Data Management and Enterprise Architecture principles, functions and activities across the Logistics Domain.
