The Department of Homeland Security (DHS), Office of Chief Financial Officer (OCFO), Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) was established to manage, from a portfolio perspective, all FSM programs across DHS Headquarters and Components. The JPMO implements integrated financial, procurement, and asset management systems for DHS and its Components and provides a management approach to ensure successful FSM efforts. This requirement is to obtain support from a qualified contractor to support the range of functions JPMO performs at the portfolio level, and on individual Component programs, to integrate and coordinate FSM activities across the Department. The contractor shall provide advice and support overall program management activities related to software engineering, technical and functional testing, operational/production support, business process re-engineering, change management/communications, portfolio management, program.
