Background

Requirements

  • The contractor shall provide services to meet the following:
    • Enterprise Transport Management services, including LAN/MAN/WAN connectivity, Storage Network Connectivity, and Point to Point Circuit management across all classification levels. Additionally, offeror will provide services for the complex and dynamic backbone which currently supports over 7,000 managed network devices, approximately 600 cryptographic devises, 60,000 VoIP phones, 8,000 Integrated Services Digital Network lines and supporting a minimum of 10,000 moves, adds, and changes per year for the community of users within the National Capital Region (NCR).
    • Network Management
      • Offeror must operate and maintain a variety of networks at International Organization for Standardization (ISO) 9001. Network Management will include supporting highly complex wired network devices (estimated 10,000 devices and 200-300 Virtual Routing and Forwarding) such as: switches, routers, firewalls, optical network equipment, wireless network controllers, and access points. In addition, the Offeror must conduct urgent break-fixes of the above network management requirements and maintain network connectivity at all Very Important Person/General Officer quarters within JSP’s scope of responsibility while providing two-hour recall after business hours. Describe and provide an example of your company’s experience being able to meet the demands of network connectivity for various customers which may include VIPs and the maintenance of a complex network, while maintaining and staffing highly qualified personnel.
    • Engineering Change Proposals (ECPs)
      • Offeror shall create ECPs for the existing Information Technology (IT) infrastructure. Creating ECPs requires the Offeror to perform physical and virtual site surveys and provide recommendation to the Government with the current state, proposed technical solution to fulfil the requirement, risks, responsibilities, assumptions, and provide a fair cost estimate which identifies the labor roles, labor hours for each role, and the required materials to fulfil the requirement. ECP examples include “Customer Specific Project Requirements”, Transport Network Modernization and Optimization Project Requirements, System Transition Project Requirements, or Life Cycle Replacement Project Requirements. Once an ECP is awarded, it then becomes an Active Project. The Offeror must follow an Active Project from “cradle to grave” including site surveys, requirement proposal, project performance and maintenance, and project completion. Describe and provide an example of your company’s experience providing lifecycle support for ECP projects.
    • Tech Control
      • The Pentagon Primary and Alternate Technical Control Facilities (PPTCF) are Joint Service Provider facilities that provide state-of-the-art technical control services, telecommunications network management, circuit engineering, and equipment maintenance. The types of services will include secure and non-secure voice, data, optical, and digital message traffic services for Pentagon reservation customers. The Offeror will operate an Automated Call Distribution (ACD) infrastructure as well as a secure VoIP infrastructure. There are approximately 3000 circuits between the two facilities, approximately 500 Authorized Service Interruption (ASI) messages processed per month, and 65-125 Telecommunications Service Orders processed per month. The PPTCF is considered a Department of Defense Information Network Facility and as such, is subject to all applicable DISA Regulations, Notices, Circulars, and Operational Messages. Describe and provide an example of your company’s experience managing disparate technical control facilities, including an example of your company’s experience mitigating service interruptions.
    • Inside/Outside Plant
      • The Offeror will perform Inside/Outside Plant (OSP) installation activities (e.g., cable trays, copper, coax, fiber), cable management; and support for end-to-end configuration/validation tests to meet operational and institutional requirements. This support includes over 1,100 Telecommunication Rooms in the Pentagon and National Capital Region. The Offeror shall support, operate, maintain, coordinate, and manage installation of JSP offered services for all outside plant infrastructure (e.g., cable trays, copper, coax, fiber)), the OSP-related facilities in the NCR under JSP purview. Describe and provide an example of your company’s experience working with multiple utility vendors, including vendors for Dark Fiber.

    The Contractor shall provide the following day-to-day O&M of JSP supported networks, infrastructure, and related services.

    • Program Management to enable and control the Contractor’s effort over the full scope and life of the PWS;
    • Network Operation, Administration, and Maintenance to ensure efficient and effective operations to customers 24 hours per day, 7 days per week, 365 days per year (24X7X365);
    • Continuous monitoring to predict and preemptively prevent, issues and events that adversely impact delivery of services to the customers;
    • Rapid identification and resolution of hardware and software issues and events in order to minimize customer impacts;
    • Implementation and smooth transition of new capabilities (to include those originally developed by other Government or Contractor entities);
    • Support in the O&M arenas that is complementary to, but not duplicative of, other activities executed by other Government or Contractor entities, with the goal of integrated support;
    • Tier Support:
      • Tier I – Unit/Organizational Maintenance – End Item Replacement
      • Tier II – Direct Support
      • Tier III – General Support
      • Tier IV – Depot Support
