Background

The United States Secret Service (USSS) carries out two significant missions: protection and criminal investigations. The Secret Service protects the President and Vice President, their families, heads of state/government and other designated individuals; investigates threats against these protectees; protects the White House, Vice President’s Residence, Foreign Missions and other buildings within Washington, DC; and plans and implements security designs for designated National Special Security Events.

The Secret Service also investigates violations of laws relating to counterfeiting of obligations and securities of the United States, financial crimes that include, but not limited to, access device fraud, financial institution fraud, identity theft, computer fraud; and computer-based attacks on our nation’s financial, banking and telecommunications infrastructure.

Requirements

  • Provide occupational health assessments, physical examinations, laboratory testing, technical testing, and measurements such as functional hearing test and aided audiograms; vaccinations for foreign travel, staffing for Federal health clinic, medical surveillance exams, fitness for duty exams with independent medical exams, State Dept. exams, and outreach services (medical surveillance and immunizations).
  • The contractor shall provide medical examination services for incumbents and applicants.
  • The contractor shall upload medical information via a government-provided staff/employee-patient portal (if available).
  • The contractor shall provide all necessary staff, materials, services, and equipment to provide pre-employment, mandatory, and medical surveillance examinations detailed in this performance work statement (PWS) for the USSS nationwide (to include Puerto Rico, Alaska, and Hawaii). All USSS required forms will be provided to the contractor. The contractor will maintain copies of examination form (SSF3300A and SSF3300) without cost to the USSS.
  • All USSS physical examinations shall be conducted by a state licensed, board certified or board eligible physician, physician assistant, and nurse practitioner in internal, family practice, preventative, or occupational medicine.
  • The contractor shall provide complete physical examinations for all employees and applicants in the USSS Mandatory Medical Examination Program for SAF to determine the examinee’s ability to perform strenuous physical exertion and to identify any physical defects or abnormalities which would restrict or prohibit the employee’s participation in required physical fitness testing, defensive tactics, training, or dangerous assignments which may require the use of firearms or physical force.
  • The contractor shall provide designated medical surveillance testing to specific employees who are potentially exposed to hazardous chemicals, excessive noise, lead, and other occupational hazards.
  • The contractor shall provide medical specialty services concerning specific employee “Fitness for Duty” issues, as designated by the USSS Medical Officer, or designee. This shall include Independent Medical Examinations as stated on the Fee Schedule.
  • The contractor shall provide immunizations for eligible employees. Outreach services shall be provided using registered nurses for incumbents and recruits (Mobile clinics if available),
  • All tests conducted in conjunction with the physical examination shall be conducted only by certified medical or health technicians or nurses specifically trained in the use of the required examination instruments including EKG, audiometric testing equipment, visual testing equipment, pulmonary function, and any other technical equipment necessary for completion of the medical examination program.
  • All laboratory testing and analysis of body fluids shall be conducted at a laboratory facility that is licensed in accordance with the laws of the state in which it operates and all applicable federal license requirements.
  • Appropriate clinical tests shall be designated by the USSS Medical Officer or designee through the USSS Mandatory Medical Examination Program and performed by the contractor and subcontracted facilities. The examining medical provider shall discuss all clinical results of the physical examination with the employee at the time of the examination. Any findings, by the examining medical provider, that may significantly impact the health or safety of others (e.g., critical lab values, etc.), must be reported to the contractor program manager within 24 hours by the vendor; the examining physician or examining facility should contact the examinee and render appropriate urgent care and/or guidance to the employee, as soon as possible. The contractor program manager shall notify the USSS Medical Officer or designee within 1 business days of occurrence. Any necessary medical follow up/referral (except in the case of a medical emergency) shall be determined by the USSS Medical Officer or designee.
  • Employees shall be able to provide blood and urine samples, and other diagnostic tests by appointment prior to the physical examination.
  • All USSS medical examinations for applicants and incumbents shall be completed as described in the USSS Mandatory Medical Examination Program policy manual, SAF-03(01). Examinations that are incomplete will not be accepted. Incomplete exams include examinations without blood work, laboratory results or medical history; partial blood work and laboratory results; missing original electrocardiogram (EKG/ECG) tracings, examinations without or incomplete technical testing and measurements and/or examinations without complete medical documentation.
  • USSS employees shall receive the complete standard physical examination at intervals designated based on age or position as identified in the USSS Mandatory Medical Examination Program policy manual. For any medical examinations conducted same sex chaperones must be made available upon request.
  • The contractor medical provider(s), including subcontract medical providers, shall maintain sufficient malpractice insurance and appropriate state licensure during the term of the agreement. Contractor nursing and health professional staff shall maintain appropriate state licensure during the term of the agreement.
  • The contractor shall provide a certified Federal Motor Carrier Safety Administration (FMCSA) National Registry medical examiner (physician or physician assistant) capable of completing the medical certification for a USSS incumbent’s commercial driver’s license.
  • The contractor shall be able to provide EKG over-read services on applicant and incumbent exams.
