Background

The current IT services contract provides specified IT services for specialized roles with a broad array of data, information, information technology, and information management system support services as needed for requirements in meeting the mission of NIOSH.

NIOSH has elected to implement an operating model to support researchers, Divisions Laboratories and Offices (DLOs), and programs by providing critical scientific applications, data sharing, and enabling researchers to learn how to do more data, application, and analysis work autonomously.

This model will deploy an interdisciplinary team that works together across organizational lines as necessary to execute all work. The teams will be fluid to support implementation efforts as needed. After successful completion of a particular effort, teams will be reformed to support the next implementation effort.

The execution speed of each team will be based on the interdisciplinary nature of the team and the complexity of the implementation.

Requirements

This Statement of Work (SOW) outlines the IT support services required for this contract. The scope of work includes comprehensive technical support for all NIOSH IT infrastructure to include, but not limited to, maintaining existing systems and integrating with agency systems. The aim is to enhance operational efficiency and support critical IT and informatics projects. The contractor shall focus on effectively managing immediate gains while implementing strategies to achieve quick, tangible improvements or results in IT project initiatives. The contractor shall demonstrate progress, maintain momentum, and build stakeholder confidence while ensuring these quick wins do not compromise long-term objectives.

Key competencies considered to be essential to the work performance include the following:

  • Facilitate lean and agile methodologies for effective project management and continuous improvement, gather and analyze business requirements to ensuring alignment with IT solutions
  • Design and oversee implementation of scalable IT solutions covering various aspects of system architecture, Develop and maintain data pipelines and management solutions
  • Design, develop, and maintain software applications and systems with ability to handle increased development needs
  • Conduct testing to ensure quality and performance standards
  • Manage and optimize cloud infrastructure and services
  • Design and implement automation solutions for business processes
  • Provide high-level strategic guidance and advice on IT and business processes
  • Ensure the security of IT systems and data implementation have the necessary protections and compliance measures
  • Create and manage data visualization to support decision-making and reporting
  • Create and manage technical documentation associated with application development and infrastructural configurations
  • Manage all applications in the directory, including registrations, SSO settings, user and group assignments and licensing, application proxy settings, and consent
  • Manage all operating systems (Windows and Linux), group policies, configurations, upgrades, security patches and support hardware allocation and configurations
  • Engineer, design, test, implement, maintain, secure, and provide life-cycle management of the complex Citrix Xen Desktop and NetScaler solutions as well as Azure Virtual Desktop cloud
  • Manage and support IT resources and initiatives within program offices, including project coordination and strategic planning
