Background

The National Oceanic and Atmospheric Administration (NOAA) – National Satellite Operations Facility (NSOF) is a stand-alone facility dedicated to the support of the NOAA mission. It serves as the headquarters for development and tracking of satellite operations in the analysis of specific information used by NOAA. This facility has 208,271 gross square feet, including 165,000 square feet of usable space. It houses approximately 550 employees who support the environmental satellite command and control operations, and data processing functions.

The NSOF was designed to achieve a LEED Silver rating but now holds a gold LEED rating. There are continuous ongoing operational requirements in order to maintain this rating. In addition, the building was constructed using “hard metric” and any components in the building were purchased in metric units. The operation and maintenance of the NSOF at the optimum performance are critical to the mission of NESDIS, NOAA, and the nation. The NSOF will also house data intensive, high-tech operations that will be required to operate 24 X 7 X 365, (366 on leap year).

Requirements

The contractor(s) will provide full building maintenance, including, but not limited to:

  • Operation and maintenance
  • Repairs and alterations
  • Fire alarm and fire suppression systems and protection services
  • Elevator/escalator maintenance services
  • Emergency generators
  • Electrical systems
  • Plumbing systems
  • Fire protection
  • Building automation systems
  • Security and the architectural and structural condition to include, but not limited to:
    • Roofs
    • Windows
    • Sidewalks
    • Courtyards
    • Parking areas

The Contractor shall also be responsible for providing the Janitorial services for the building to include but not limited to:

  • Daily services
  • Recycling program
  • Annual carpet shampooing
  • Interior window washing
  • Annual exterior window washing
  • Pest control services

This contract also includes the performance of preventative maintenance and repairs on Guard Booths at Gates #1, #9, and #0, including:

  • Management
  • Administrative
  • Supervision
  • Labor
  • Watches and tours
  • Subcontractors
  • Materials
  • Supplies and equipment (except as otherwise provided)
  • Planning, scheduling, coordinating and assuring effective completion of Preventive Maintenance services, repair of building operating equipment and systems as described in this contract

The contractor shall be responsible for needed engineering services and reimbursable building alterations of building equipment including, but not limited to:

  • All elevators on the premises
  • Janitorial and trash/debris removal services
  • All miscellaneous work associated with complete building facility management at the building

Materials, supplies, and equipment should be selected and used in a manner that reduces exposure to building occupants and contract employees and that use biobased, environmentally preferable, energy-efficient, water-efficient, recycled-content products and or other sustainable practices, in accordance with Executive Order 13423 and RCRA Section 6002: Comprehensive Procurement Guidelines (http://www.epa.gov/lawsregs/). The contractor will determine how much labor is needed to perform the tasks, what methods will be used to complete the job and which supplies, materials, and equipment are needed. All work performed under this contract must be accomplished according to all applicable local, state and federal/national codes and standards.
