Background

The purpose of these multiple awards Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts is to obtain a full range of services in support of the mission of the U.S. Environmental Protection Agency’s (EPA) Office of Land and Emergency Management (OLEM) and its programs, regional, and/or field offices. OLEM’s program offices include the Office of Resource Conservation and Recovery (ORCR), the Office of Superfund Remediation and Technology Innovation (OSRTI), the Office of Emergency Management (OEM), the Office of Brownfields and Land Revitalization (OBLR), the Office of Underground Storage Tanks (OUST), and the Federal Facilities Restoration and Reuse Office (FFRRO). This contract will primarily provide services in support of ORCR, OSRTI, and OEM.

EPA OLEM is responsible for programs articulated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 (42 U.S.C. §9601 et seq.) as amended, by the Small Business Liability Relief and Brownfields Revitalization Act signed on January 11, 2002 (Pub. L. 107-118); the Resource Conservation and Recovery Act (RCRA) and amendments; the Clean Water Act (CWA) – particularly section 311 (33 U.S.C. §1321); the Oil Pollution Act (OPA) of (1990); the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986; the Clean Air Act (CAA) (42 USC 85), as amended; the Toxic Substances Control Act (TSCA) of 1976; and other legislations and Agency directives related to the characterization, remediation, and monitoring of solid,  hazardous and toxic wastes and oil.

OLEM provides guidance, direction, and technical assistance to all levels (local, state, and federal) of Government to establish safe practices in waste management and remediation; provide policy, guidance, and direction for the Agency’s emergency response and waste programs; and develop guidelines for the land disposal of hazardous waste and underground and above ground storage tanks. OLEM also manages the Superfund program, which response to contaminated sites and accidental oil and chemical releases, and administers the Brownfields program, which supports state and local governments in redeveloping and reusing contaminated sites. OLEM encourages the development and prudent use of innovative technologies to address contaminated soil, sediments, and groundwater. Requirements

  • The contractor must provide mission support services to EPA’s OLEM, including its underlying programs, regional, and/or field offices. The contractor must provide ongoing support for technical, analytical, and regulatory development and must furnish all resources to:
    • Perform all work described in the task areas of this PWS;
    • Perform all work issued through task orders under this contract; and
    • Perform contract management functions and meet all contract terms and conditions

    The contractor must furnish all resources including the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the PWS and contract requirements; carry out the specific tasks identified in task orders; and perform management functions including meetings with EPA representatives to review issues, problems, and performance as directed by EPA. Requirements for deliverables, their delivery schedule, and acceptance criteria will be specified in applicable task orders.

    MISSION SUPPORT TASK AREAS

    • Task Area 1: Program Specific Support
      • The contractor must provide program-specific support including technical assistance and analytical support to OLEM program areas for a variety of activities and deliverables pursuant to its mission
        • Tasks that may be performed under this task area include, but are not limited to the following:
          • Support strategic planning, analysis, and reporting
          • Explore, develop and implement program initiatives
          • Facilitate inventory of program projects
          • Support EPA and program resource management
          • Conduct management studies
          • Develop projections
          • Identify and evaluate new and creative approaches to partnerships
          • Support and strengthen voluntary partnerships, industry relationships, and non-regulatory programs
          • Identify stakeholder needs
          • Participate in meetings and briefings
          • Provide background information for Freedom of Information Act (FOIA) requests
          • Compile information to support response to Congressional requests
          • Communicate program progress and accomplishments
          • Prepare for management and implementation planning meetings
          • Perform other programmatic tasks in support of the mission
    • Task Area 2: Regulatory, Legislative, and Guidance Support
      • The contractor must provide regulatory, legislative, and guidance support under the authorities of laws and regulations and any new legislation, executive orders, and other directives that may be enacted
        • Tasks that may be performed under this task area include, but are not limited to the following:
          • Document reviews
          • Peer reviews
          • Development and analysis of legislative and regulatory proposals
          • Support for organizing, summarizing, and assisting with the response to public comments for EPA’s consideration and final decision
          • Develop, prepare, and/or update guidance documentation
          • Support for Congressional hearing inquiries for EPA’s consideration and final decision
          • Support other regulatory and legislative tasks in support of the mission for EPA’s consideration and final decision
    • Task Area 3: Communications and Outreach Support
      • The contractor must provide support with communications and outreach to OLEM’s community including federal, regional, state, local, tribal, business, facility owners and operators, community-based organizations, and the public. The contractor must provide technical support in information collection requests, questionnaires, reports, public access to information, electronic reporting, translation, record-keeping, record transmission, and information sharing. The contractor must support the Agency’s response to Freedom of Information Action (FOIA) requests
        • Tasks that may be performed under this task area include, but are not limited to the following:
          • Communications development (including outreach materials and maintenance of contact and mailing lists), enhancements, planning, and implementation
          • Community outreach (in coordination with partners and stakeholders), relations, and involvement
          • Environmental Justice
          • Technical and content management of Web-based communications, including but not limited to EPA intranet and internet websites, in accordance with EPA and Federal Web guidelines
          • Other communications and outreach tasks in support of the mission
    • Task Area 4: Innovation Support
      • The contractor must provide innovation support to help OLEM program offices achieve their missions through innovative and creative ways
        • Tasks that may be performed under this task area include, but are not limited to the following:
          • Investigate and document technical innovations
          • Assist with evaluating trends
          • Recommend improvements and/or enhancements
          • Utilize cutting-edge technology
          • Evaluation of treatment systems, cleanup approaches, characterization, monitoring strategies, and data for the purpose of optimizing site cleanup
          • Optimize the use of resources
          • Recommend, implement, and/or use innovative and creative methodologies in support of the mission. For example, recent projects include EPA’s Lean Management System (ELMS) projects, which are used to identify innovative ways to streamline processes, support tools for site cleanup, and evaluate innovative approaches to remediation
    • Task Area 5: Technical, Research, and Analytical Support
      • The contractor must provide technical, research, and analytical support. The contractor must document assumptions and analytical rules and principles used for analysis
        • Tasks that may be performed under this task area include, but are not limited to the following:
          • Research on potential and emerging issues
          • Survey design coordination
          • Method development
          • Compilation, review, analysis, and/or evaluation in accordance with Agency data quality standards, by conducting qualitative and quantitative analyses and assessments;
          • Cost, risk, financial, and benefit analysis
          • Other technical and analytical tasks in support of the mission
    • Task Area 6: Meeting, Conference, and Training Support
      • The contractor must provide support for a variety of meetings, workshops, symposia, advisory committees, workgroups, conferences, and training. Instructors for training must be subject matter experts in the topic of instruction
