Background

The Program Executive Office (PEO) Aircraft Carriers supports the acquisition, design, construction, modernization, life-cycle management, refueling and disposal of Aircraft Carriers for the Navy. PEO Aircraft Carriers has dual responsibilities reporting to both Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RD&A)) and Commander, Naval Sea Systems Command (COMNAVSEASYSCOM). PMS 312C, the Carrier Planning Activity (CPA), is a detachment of PEO Aircraft Carriers and is assigned overall responsibility for life-cycle management of in-service aircraft carriers and provides planning, budget development, integration, and administrative control functions required for successful execution of aircraft carrier life-cycle maintenance and modernization.

The CPA was established by COMNAVSEASYSCOMINST 5450.130 dated 8 Sep 2006 and reports administratively to Commander, Naval Sea Systems Command (COMNAVSEASYSCOM) via PEO Carriers, and operationally to the Program Manager, InService Aircraft Carrier Program Office (PMS 312). Current NIMITZ and FORD Class Aircraft Carriers responsibilities are as follows:

  • Develop and maintain core Aircraft Carrier life cycle technical and program processes and documentation such as the Aircraft Carrier Class Maintenance Plan (ACCMP), Incremental Maintenance Plan (IMP), Technical Foundation Paper (TFP), Life Cycle Engineering Plans (LCEPs) and the Corrosion Control Information Management System (CCIMS).
  • Develop and manage availability specific Baseline Availability Work Packages (BAWPs), integrating all (i.e. nuclear and non-nuclear) applicable and appropriate maintenance and modernization requirements in collaboration with outside activities such as Naval Air Systems Command, Program Acquisition Resource Manager’s (PARMs), the Reactor Plant Planning Yard (RPPY), Propulsion Plant Planning Yard (PPPY) and the Propulsion Plant Engineering Activity (PPEA) for presentation to the Type Commanders.
  • Capture and analyze maintenance data history for use in updating maintenance planning documents (e.g., IMP), as well as evaluating the effectiveness of material assessments and various programs.
  • Maintain aircraft carrier modernization planning information in Navy Data EnvironmentNavy Modernization (NDE/NM).
  • Leading the Naval Aviation Enterprise in developing CNO availability, Continuous Maintenance and Material Unit Cost requirements for annual Program Objective Memorandum and Department of Navy to support the FLEET requirements definition process.
  • Serving as the Aircraft Carrier Configuration Data Manager (CDM) for the Aircraft Carrier Configuration Data Management.
