Background

Vandenberg Space Force Base (VSFB) has a need for Architectural and Engineering (A-E) services to produce a Concept Charrette Report (CCR) in accordance with Department of the Air Force Instruction (DAFI) 32-1020, Planning and Programming Built Infrastructure Projects, and with the 30th Civil Engineer Squadron (30 CES) for the Renovation of Building 7050 at Vandenberg Space Force Base (VSFB). The A-E firm shall research the current situation and provide an engineering solution in accordance with the attached Statement of Work (SOW) and all applicable attachments, codes, standards, laws, and regulations, that pertain to this project. The A-E shall develop a CCR for the renovation of Building 7050, which is approximately 32,000 square feet. The intent of the CCR is to determine the requirements of the existing tenants, develop a plan for their displacement, gather personnel requirements for the new occupants of the facility, understand which utilities will need to be upgraded to support new requirements, and scope renovations to the existing structure that will need to occur.

Requirements

  • The A-E will lead the Concept Charrette (CC) Process, in accordance with Air Force Instruction (AFI) 32-1020, with the 30th Civil Engineer Squadron (30 CES) in developing a CCR for the relocation of existing tenants and the renovation of Building 7050. Beyond the development of the CCR, the A-E is expected to identify significant items impacting construction cost, approval timelines, maintenance, environmental, hazardous materials, biological, and historical areas of interest.
  • The CCR will provide the justification for the project scope and associated costs for each alternative. The CCR will be used by 30 CES Program Development (30 CES/CENPD) to create final drafts of the necessary documentation (e.g., DD Form 1391, Economic Analysis, etc.) to secure the authority and resources for project approval for Facilities Sustainment, Restoration and Modernization (FSRM) (see Planning and Programming Built Infrastructure Projects [AFI 32-1020 (21 June 2024) Para. 3.4.2.2] for the definition of modernization) of United States Air Force (USAF) Real Property (RP) (10 U.S.C. §2811).
