Background

Red River Army Depot, located in Texarkana, Texas, was originally established as an ammunition facility: however, due to the demands of World War II, the mission was expanded to include general supply storage and tank repair. Today, a dedicated workforce of more than 3,500 people are engaged in work ranging from producing timber to remanufacturing the Mine Resistant Ambush Protected Vehicle. The depot occupies 15,375 acres, houses more than 1,400 buildings and is host to 16 tenant organizations.

The depot also continues to support Soldiers in the field with deployments to Southwest Asia to maintain various vehicle systems. RRAD is responsible for over 5,000 civilian deployments to Kuwait, Afghanistan and Iraq in direct support of the Soldiers in the field. Red River is the first Tank-automotive and Armaments Command (TACOM) facility to achieve Voluntary Protection Program (VPP) Star Status. Achieving VPP shows our continued commitment to outstanding occupational safety and health.

Requirements

The contractor shall provide services to meet the following:

  • This Defense Logistics Agency (DLA) initiative supports the implementation of a total Supply Chain Management (SCM) system by the Contractor to provide direct support of bench stock items to an Army Material Command (AMC) Depot.
  • A Memorandum of Agreement (MOA) between AMC and DLA establishes multiple IPV programs as managed partnerships where DLA, supported by the IPV Contractor, provides full SCM to Army Maintenance Depots for bench stock items [materiel stored in bins such as repair parts and components to include kits, assemblies, and subassemblies (repairable or non-repairable) required for maintenance support of all equipment].
  • These parts support the Maintenance, Repair, and Overhaul (MRO) of various military weapons systems or related equipment. The scope of the IPV programs supports bench stock items.
  • The IPV Contractor is responsible for requisitioning material on behalf of the Army, providing required material, and stocking the bins at the production line. Support for this successor initiative includes the Red River Army Depot (RRAD) located at Texarkana, Texas.

The Contractor is required to use innovative methods and best commercial practices to furnish timely, cost efficient, integrated logistics support and SCM of bench stock items required by RRAD in its MRO of various military weapons systems or related equipment, together with related services and Information Technology Systems (ITS). The broad range of logistics support and total SCM tasks required by this contract includes, but is not limited to, the following:

  • SCM and inventory management
  • Parts acquisition
  • Receiving, warehousing, and material issue
  • Physical inventory control
  • Distribution (line side presentation to the mechanic or artisan)
  • Bin management · Forecasting
  • Obsolescence management
  • Dedicated program customer service representatives
  • Kitting
  • Quality assurance to ensure that the parts provided meet specifications and are maintained in the bins at the required levels.
  • The ITS necessary to support the contract data, SCM functions, and invoice/billing requirements specified by the contract and the Implementation Plan(s); the ITS must interface with Government systems.
