The U.S. Environmental Protection Agency (EPA) Region 7, Acquisition Management Branch has a requirement for the R7 Tri-State Lead (Pb) Multiple Award Task Order Contract (MATOC) project. Requirements

  • The Contractor shall have the capability and experience to perform or provide a wide range of remedial action services at hazardous waste sites. These efforts may include environmental removal actions, remedial actions, and other remediation activities as well as related activities necessary to ensure complete and successful remediation. Remedial activities may include, but are not limited to, excavation, transportation, and disposal of hazardous substances; mine waste remediation and property restoration; water line installations/service connections hookups; residential water filter/treatment system installation and maintenance; remediation along utility lines; private groundwater well installation; and erosion, sewer, and storm water controls for the purpose of compliance and/or pollution prevention. Supporting activities may include, but are not limited to, work plan preparation; remedial action project completion reports; as-built drawings; Task Order status reports; operation and maintenance (O&M) manuals; other documents as needed; and community involvement activities.

    • The Contractor shall perform in full compliance with applicable Federal, State and local environmental laws and regulations including but not limited to: Pertinent Occupational Safety and Health Administration and Department of Transportation requirements, National Environmental Policy Act, Clean Water Act, Clean Air Act, Endangered Species Act, Toxic Substances Control Act, Resource Conservation and Recovery Act as amended by the Hazardous and Solid Waste Act, and Comprehensive Environmental Response and Compensation and Liabilities Act as amended by Superfund Amendments and Reauthorization Act.
  • EPA-lead Remedy Operation
    • Remedy operation activities will generally be conducted under another suite of EPA contracts. However, the contractor may be requested to provide some operational and monitoring of remedies that are implemented under this contract.
    • The main activities under this task may include, but are not limited to: operation of long-term treatment systems for groundwater and surface water restoration measures (e.g. pump and treat); groundwater monitoring to evaluate monitored natural attenuation performance; delivery of chemical or biological compounds into subsurface to remediate groundwater or source material; operation of soil vapor extraction systems; deployment and operation of targeted in situ remediation technologies; and conducting groundwater monitoring to evaluate remedy performance.
    • This activity may include, but is not limited to, the following activities:

• Provide incidental repairs to components of the remedy, as needed;

• Dispose of waste in accordance with the waste management plan;

• Provide site security;

• Implement short and long-term monitoring program, for example, a monitoring program for newly installed private drinking water wells; and

• Generate operation, maintenance and sampling reports on a schedule specified in the Task Order document.
