Background

The Federal Aviation Administration (FAA) is an agency of the United States Department of Transportation (DOT) with authority to regulate and oversee all aspects of civil aviation in the United States (U.S.). The Office of Information and Technology (AIT) is the FAA organization that provides Information Technology (IT) products and services. AIT reports under the Office of Finance and Management (AFN) Finance Directorate. The FAA’s AFN/AIT organization, also called IT Shared Services was established on October 4, 2013. AIT is responsible for the sustainment and evolution of information technology services that support FAA’s mission to provide safety and value to the FAA’s business partners, aviation industry, aviation community and U.S. citizens. AIT delivers IT products and services with quality and speed to help FAA employees provide optimal support to the agency’s mission of safety in flight. The AIT mission is to ensure that current systems are maintained at optimal operating levels with no service interruption while technical innovations are developed and delivered on-time and within budget. At the same time, AIT is expected to deliver savings for the agency while it establishes a foundation of infrastructure, policies, procedures, standards using innovative technology and methodologies that will ultimately deliver greater efficiencies and exceptional user experience. AIT is a customer-focused enabler of business which provides quality national IT services.

The AIT organization has made a major investment in information technology hardware and software systems for managing applications and information systems regarding FAA facilities inspections, internal and external investigations, IT resources, financial management and reporting and policies and plans. AIT information systems are national in scope and support the administrative, financial, regulatory, disciplinary and investigative security and security risk management programs that are designed to provide operational and facility management capabilities.

The AIT requires a Contractor to provide technical support services to assist with the implementation and continuing support of enterprise-wide software application and database development and maintenance related activities that can be broadly categorized as solution development (new systems) and enhancement and sustainment (existing systems). To develop and define particular requirements, AIT collaborates with its customers to understand their business objectives and conducts an initial requirements assessment. Using customer-provided information AIT develops an initial project plan and estimates project costs. These analyses will be utilized to define and develop requirements to be executed under individual Task Orders issued under this contract. These requirements will be further defined under stand-alone Task Order Statements of Work (SOW). In addition, the Contractor may be required to assist with development and documentation of preliminary project/program scope

Requirements

  • ADE provides support services for over 800 applications, servers, databases and platforms, and manages over 400 of these applications internally. These applications consist of both Commercial-Off-The-Shelf (COTS) products with customization and fully customized applications to meet the business need
  • ADE requires a contractor to provide technical support services to assist with the modernization, implementation, continuing support of enterprise-wide software application and database development, and maintenance related activities that can be broadly categorized as solution development (new applications and enhancement and sustainment (existing applications). The contractor must provide technical support services to deliver and maintain mission critical software applications. This includes, but is not limited to, requirements definition, system development, system deployment, and operations and maintenance of enterprise-wide software applications utilizing the government DevSecOps toolchain, identity and access management and support of enterprise platforms and services. This SOW outlines the support services that AIT requires in order to meet its goals as it evolves ongoing programs and applies new, innovative solutions to support the FAA’s overall strategic initiatives
  • The contractor must provide a variety of operational support services to ADE for existing support services and new services as defined herein or in subsequent Task Orders. The support services may include, but are not limited to:
    • 24 x 7 daily operation and sustainment of designated systems;
    • Application and system development;
    • Support of routine ADE functions and requirements;
    • Authentication technology implementation and support; and
    • Enterprise platforms support such as Enterprise Document Management.
