Requirements

  • The Contractor shall have verifiable experience in support of Link 16 Tactical Data Links, and on multiple platforms
  • The Contractors hall have verifiable experience in Foreign Military Sales, specifically in support of the Kingdom of Saudi Arabia; experience in support of the Royal Saudi Air Force Directorate of Communications and Information Technology is desirable
  • The Contractor shall provide Link 16 Technical Support Services to augment Link 16 support for current RSAF Link 16 efforts
  • The Contractor shall make recommendations to the Saudi Arabian Government (SAG) and the United States Government/United States Air Force (USG/USAF) regarding improvements for RSAF Link 16 program
  • The Contractor shall brief the SAG and the USG/USAF on the status of their assigned programs and the respective processes
  • These services will be provided by an OCONUS and CONUS Link 16 Joint Interface Control Officer (JICO) Advisor, OCONUS Link 16 COMSEC Responsible Officer (CRO) Advisor, OCONUS Link 16 Weapons Controller Advisor, OCONUS Link-16 Training and Maintenance Advisor, OCONUS Link 16 Airborne Communications Advisor, OCONUS Cyber Security Specialists, OCONUS Ground Support Station Installation Technician, OCONUS Link 16 Lab Technician, Link 16 Project Coordinator, Link 16 Network Designer, and Air Battle Manager (ABM) Advisor
  • The Contactor shall determine and coordinate possible locations for Program Management Reviews (PMRs) to include obtaining cost data for venues, establish with Link 16 Program Manager and RSAF a PMR locations and time, and finalize PMR venue arrangements; support the same effort for any required pre PMR events with U.S. stakeholders
  • The Contractor shall provide timely support for meetings as required
  • Support includes but is not limited to suitable meeting agenda development and timely preparation and distribution of conference minutes for all, except for conferences and events at which meeting minutes are provided by hosts
  • The Air Force and the contractor team shall work cooperatively in sharing information throughout all phases of the program
  • The contractor shall manage and maintain clear USG visibility into cost, schedule, technical performance, engineering data, test, analysis, and risk management
  • Place of Performance: These services will be performed in the Kingdom of Saudi Arabia with the main duty location at RSAF HQ located in Riyadh. Kingdom of Saudi Arabia locations to be supported from RSAF HQ and some temporary duty travel (TDY) to Al Kharj at Prince Sultan Air Base, Dhahran at King Abdulaziz Air Base, Tabuk at King Faisal Air Base, Jeddah at King Abdullah Air Base, Taif at King Fahad Air Base, and Khamis Mushayt at King Khalid Air Base
  • As performance of this contract is expected to occur inside the Kingdom, the Contractor shall possess a Saudi business license for the duration of the period of performance
