Background

Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) benefits are designed to provide a basic level of support for individuals with disabilities whose earning ability is restricted due to their impairments.  Prior to enactment of the Ticket legislation, SSA referred SSDI and SSI beneficiaries with disabilities, who were believed to be good candidates for employment-related services, to State Vocational Rehabilitation Agencies (SVRAs).  If the beneficiaries obtained employment and attained certain work and earnings levels, SSA reimbursed the SVRAs for their costs, under SSA’s vocational rehabilitation (VR) reimbursement programs.

In an effort to expand the range of employment support services available to SSDI and SSI beneficiaries, the Ticket to Work and Work Incentives Improvement Act of 1999 (Public Law 106-170) added Section 1148 to the Social Security Act.  Section 1148 addressed a number of barriers that disability beneficiaries encounter in obtaining jobs and continuing to work by:

  • Expanding the availability of health care services and coverage;
  • Eliminating certain work disincentives;
  • Providing for enhanced benefits planning and assistance from other public and private sources; and
  • Creating the Ticket-to-Work and Self-Sufficiency Program (Ticket Program).

The Ticket Program provides disability beneficiaries with more options for employment services while increasing provider incentives to serve these individuals.  The Ticket Program directs the Social Security Administration (SSA) to provide disability beneficiaries with a Ticket that they may use to obtain VR services, employment services, and/or other support services from an Employment Network (EN) of their choice and establish agreements with ENs to provide such services.

Requirements

SSA intends to secure the services of a Ticket Program Manager (TPM) that will enable SSA to meet the objectives of the Ticket Program as summarized below:

(1) Conduct Outreach through broad based and targeted marketing to beneficiaries;

(2) Ensure Timely and Accurate Communication with beneficiaries;

(3) Facilitate beneficiary access to ENs;

(4) Recruit experienced and highly qualified ENs;

(5) Assist SSA to facilitate and monitor active Ticket Program participation by ENs;

(6) Administer the Ticket assignment and EN/VR payment processes;

(7) Assist SSA to ensure the quality and integrity of EN Ticket services; and

(8) Coordinate and merge into a seamless effort all beneficiary and EN marketing, outreach, training, support and tracking.
