Background

SEA 06 Acquisition, Commonality, and Expeditionary Warfare Directorate

SEA 06 focuses on lowering acquisition costs and reducing the number of unique components such as valves in the Navy’s ships and systems, and serves as the central point of contact for policy, common business processes, and tools for systems commonality, acquisition policy, and the National Shipbuilding Research Program. It also functions as the contact and primary interface between NAVSEA and the Naval Expeditionary Combat Enterprise/Naval Expeditionary Combat Command for all matters pertaining to acquisition and in-service support of Expeditionary Missions and Navy Small Arms programs.

PMS 408 – Naval Expeditionary Missions (EXM) Program Office

PMS 408 is responsible for the development, acquisition and support of fixed and mobile electronic warfare systems, along with supporting tools, equipment, training and documentation, designed to counter Radio-Controlled Improvised Explosive Devices (RC-IED). PMS 408 is responsible for fulfilling Navy CREW tools and equipment requirements, and is also responsible for managing and executing selected CREW Programs in RDT&E and O&S phases of acquisition for all of DoD per DoD Directive 5101.14. Additionally, the EXM Program Office is the Acquisition Manager for Underwater Explosive Ordinance Disposal (EOD) systems, and supports the Navy Executive Manager for all Services in the acquisition of Joint EOD (JEOD) systems and materials per DoD Directive 5160.62. Finally, the EXM Program Office is responsible for the total life cycle management of Anti-Terrorism Afloat (ATA) Shipboard and Expeditionary systems and equipment. These responsibilities include the planning, direction and integration of efforts relating to the definition, development, test and evaluation, acquisition, maintenance, logistic support, and in-service engineering of the ATA systems.

PMS 340 – The Naval Special Warfare (NSW) Program Office

The NSW Program Office acquires and sustains systems and equipment in support of NSW missions and operations as follows: Sea Air & Land (SEAL) diver life support; SEAL Delivery Vehicles (SDV) including the Shallow Water Combat Submersible (SWCS); SEAL night vision and electro-optic systems; Navy Premeditated Personnel Parachuting (P3) equipment; SEAL Special Programs; SEAL weapons and ordnance systems; maritime equipment and systems in support of the Joint Special Operations Command (JSOC); and other joint maritime Special Operations programs. The systems are generally non-conventional in nature, clandestine in character and include: hydrographic reconnaissance, coastal and riverine interdiction, intelligence collection, direct action and special operations missions. The office also manages the U.S. Navy Small Arms and Mounts program.

Previous Requirements

The contractor shall provide services to meet the following:

  • NAVSEA 06 (Acquisition, Commonality, and Expeditionary Warfare Directorate), PMS 408 (Naval Expeditionary Missions Program Office), and PMS 340 (The Naval Special Warfare Program Office) professional and administrative support services and engineering and technical support services required across a spectrum of Acquisition and Program Management functions performed by and/or within SEA 06 and its program management offices
  • The anticipated effort will be in support of the following including:
    • Acquisition Program Analysis and Support
    • Administrative and Communications Support
    • Capability Assessment and Mission Analysis
    • Financial Management and Cost Estimating
    • Engineering and Technical Support
    • Training and Training Materials Support
