How to Win PACTS III Contracts: A Guide for Small Businesses

Are you a small business owner looking for new opportunities to work with the federal government? Do you want to access a large and diverse customer base within the Department of Homeland Security (DHS), one of the largest and most complex federal agencies? Do you want to showcase your capabilities and expertise in providing non-IT services that support DHS’s mission to protect the nation from threats and disasters?

If you answered yes to any of these questions, then you might want to pay attention to this: DHS is preparing to launch a new contract vehicle that could be your ticket to success. The contract vehicle is called PACTS III, which stands for Program Management, Administration, Clerical, and Technical Services. It is a multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contract that will provide a wide range of non-IT services to support DHS’s business and program units.

PACTS III is the third iteration of the PACTS program, which has been running since 2010. The previous versions of PACTS were exclusively reserved for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), but PACTS III will open the door for other socio-economic categories, such as 8(a), HUBZone, and Women-Owned Small Businesses (WOSBs).

PACTS III will have three functional categories (FCs) of services: FC1 – Program Management Services; FC2 – Administrative Services; and FC3 – Engineering Services. The competition type is targeted for 8(a) Set-Aside, HUBZone Set-Aside, SDVOSB Set-Aside, and WOSB Set-Aside, with NAICS codes 541611 and 541330. The aggregate ceiling for PACTS III is $5.6 billion.

Sounds exciting, right? But before you get too excited, you need to know that PACTS III is not a walk in the park. It is a highly competitive and complex contract vehicle that requires extensive preparation and expertise. You need to have a solid capture and proposal strategy, a strong past performance record, and a high self-scoring potential. You also need to be aware of the challenges and risks involved in pursuing PACTS III contracts, such as:

  1. The high level of competition among small businesses within each socio-economic category and FC.
  2. The complex and rigorous evaluation criteria that require extensive documentation and evidence of qualifications and experience.
  3. The self-scoring methodology that requires careful analysis and optimization of the scoring factors.
  4. The limited project opportunities for primes, SBA small business JVs, and SBA MPPs, as 40% of projects must be performed by SBA MPP Protégés.
  5. The requirement to maintain the socio-economic status throughout the life of the contract.

So how can you overcome these challenges and increase your chances of winning PACTS III contracts? Well, you don’t have to do it alone. You can partner with an expert capture and proposal services provider that can help you with every step of the process.
