Requirements

  • This is a requirement to provide up to seven (7) Air Traffic Control (ATC) Technical Training Instructors to support Special Warfare (SW) Air Traffic Control (ATC) technical training at Special Warfare Training Wing’s 352 Special Warfare Training Squadron (SWTS) Pope, Army Airfield North Carolina. The requirement is for contractors to adhere to and comply with Instructor responsibilities outlined in Basic Military and Technical Training AETCI 36-2651, AFI 36-2670, and the CCAF Policy, Procedures, and Guidelines (PPG). Contractors will manage the instruction qualification process, annual instructor evaluations, subject matter qualification testing, and instructor scheduling. Instructors serve, as CCAF faculty since 352 SWTS is a CCAF Affiliated School.

    The Contractor shall perform all technical training instructor classroom-related activities, practical labs, Air Traffic Control simulator operations. Instructors will be prepared to support all facets of ATC simulator operations, including: scenario development, software programming, software & hardware maintenance, & creation of lessons representative of realistic operational situations. The Contractor shall support written and established course curriculum development, modification, and/or revision efforts in enlisted initial skills, officer skills, and/or supplemental Technical Training courses utilizing approved curriculum IAW Air Education and Training Command (AETC) instructions in support of Air Traffic Control. This support includes a requirement to access AETC program of record databases and AETC-approved student management systems.

    Instructors should possess soft-skills necessary to provide the unit Commander Washback, elimination, and remedial training recommendations. Instructors will conduct internal assessments to measure the effectiveness and efficiency of course training plans and course materials and present findings and recommendations to the unit commander. They will be prepared to propose, execute, and assess service-test necessary to make permanent, validated, course changes over time. Instructors will maintain standards necessary to instruct CCAF awarding course material and be subject to the same policies, procedures, and guidelines as their Active Duty and GS instructor peers. The requirement will include frequent evaluation of instruction by instructor supervisors of the unit and/or qualified instructors from sister-units.

    Instructors shall coordinate with adjacent unit members to de-conflict and synchronize student-training efforts. Adjacent coordination efforts shall occur with Human Performance Flight, Training Support Flight, Apprentice Course Flight, Operations Officer, Operations Superintendent, and Military Training Flight members. Unit evaluators shall assess proficiency and effectiveness of AETC CCAF instructors in accordance with AETCI 36-2651.

    Personnel Management. The contractor shall maintain a stable workforce in order to provide continuity of services and reduce or minimize the need for the government to expend time, money and effort to retrain and reorient new contractor personnel. The contractor shall employ and retain personnel who have the necessary skills, education, and experience to effectively perform contract management and accomplish the range of requirements.

    The contractor shall employ a program management structure to ensure the efficient execution of all taskings and the capability to report on the status of work performed. The contractor shall use a single Point of Contact (POC) with the authority to administer all project activities and serve as the principle POC for all matters regarding project administration and reporting. To ensure efficient management and administration of all contract matters, the contractor shall identify a POC and an alternate who shall provide the direct, recurring interface between the Contractors, Instructors, COR and applicable directorate staff. The contractor shall promptly notify the COR of any issues or problems requiring a Government response. The POC is not required to be on-site.
