The Contractor (KTR) shall provide all personnel, supervision, equipment, tools, materials, supplies, test equipment, and other items and services necessary to accomplish Supply, Vehicle Operations and Maintenance, Traffic Management, Real Property Maintenance, and Fuels Management at Niagara Falls Air Reserve Station (ARS), NY.
- Supply
- The Contractor (KTR) shall perform the duties of the Materiel Management flights under the Logistics Readiness Squadron (LRS), Niagara IAP-ARS. The scope of operations consists of the workload data identified in B-TE-2, Workload Estimates. Its purpose is to provide materiel support to the 914th AW and tenant units in support of their worldwide wartime and peacetime readiness mission requirements. The primary focuses of Supply are to provide supply and equipment support for on-station and deployed aircraft, other transient aircraft, issue mobility bags and weapons to deploying personnel, and provide training to supply reservists and Logistics Readiness Officers. The 914th LRS Supply Division uses the AF computerized Integrated Logistics System-Supply (ILS-S) also known as Enterprise Solution-Supply (ESS) or applicable Air Force IT System (AFITS) to account for materiel at base level. AFI 23-101, Air Force Material Management, references to “Chief of Supply” (COS) may be synonymous to the “Accountable Officer” (AO) as referenced in this Tab. The KTR is required to follow all standard supply publications (23 Series), DOD regulations and any Supplements there to and applicable TO guidance related to subject matter in the PWS for full Supply support. The KTR shall use standard supply publications (23 Series) and other guidance/references as applicable (i.e. the Financial Improvement Audit Readiness Guidance (FIAR), DODIs, etc.) when processing AFITS transactions. The KTR shall ensure that all data management and reporting requirements of all supply information systems such as AFITS, EESOH-MIS Enterprise Environmental, Safety, Occupational Health Management Information System, and Mobility IT systems are maintained as identified in applicable AF regulations and technical orders.
- Ground Transportation And Vehicle Management
- The KTR shall provide a manager to accomplish Ground Transportation and Maintenance services as required in this PWS. The manager shall have a minimum of five years of experience as a manager of vehicle management services. The Ground Transportation and Maintenance Manager shall have no additional duties outside the ground transportation and maintenance management function and will not operate in a full time capacity in any other position detailed within Tab C requirements.
- Traffic Management
- The KTR shall provide a full range of traffic management services for base organizations, to include day-to-day, exercise and contingency operations. Passenger movement services are coordinated and arranged for commercial surface and air and Air Mobility Command (AMC) scheduled military and contract airlift. Cargo shipments are packaged and processed for movement IAW Department of Transportation (DOT) and DoD directives and shipped via small package carrier, commercial trucking company and commercial and military air. Included are general, special cargo (explosives) and special cargo (other), packing, packaging, crating, load planning, and joint inspection. Passenger movement utilizes the Global Air Transportation Execution System (GATES) for passenger reservations through AMC; a Commercial Travel Office (CTO) contract is in place for commercial reservations and services. Cargo movement utilizes the Cargo Movement Operations System (CMOS) for processing and controlling cargo shipments, including regular and deployment cargo shipments. The Syncada system is utilized for billing of commercial cargo shipments. The Asset Management System (AMS) is used for processing Issue Requests, Requisitions, Receipts, Turn-Ins, Shipments, and Transfers.
- Fuels Management
- The KTR shall provide fuels management services to all wing, tenant, and transient organizations as required. The Fuels Management Flight manages aviation and ground fuels owned by the Defense Logistics Agency-Energy (DLA-E), to include operate a Bulk Storage and Type III Hydrant Facility. Aviation fuel levels are requisitioned, received, and stored IAW DLA-E’s Inventory Management Plan (IMP) and DoD 4 140.25M, Management of Bulk Petroleum Products, Storage, and Distribution Facilities. AV fuel is issued to aircraft using R-11 refueling units and R-12 Hydrant Servicing Vehicles (HSV). The base service station is an automated station that dispenses unleaded and diesel. Other services include the transport of diesel fuel to on-base customers such as generators and K-Loaders. KTR shall also provide Aircraft Deicing Fluid (ADF) services and will be responsible for the receipt, storage, and issue of ADF. Other fuels management services include the transport of diesel fuel to organizational tanks, light-alls, generators, or special purpose vehicles and equipment. Fuels Management uses DLA’s Business Systems ModernizationEnergy (BSM-E), to manage and document all product movements, from requisition to sale. The KTR ensures all products are within specifications. Fuels Management includes Requisition, Receipt, Storage, Handling, Distribution, Accounting, Quality Control and Analyses, Operator’s Preventive Maintenance, Compliance and Environmental, Planning, and Training. The KTR shall use DoD 4140.25M, AFI 23-201, Fuels Management and AFRC SUP, AFI 91-203, AFI 23-502, and applicable fuels T.O.s as guidance unless references are specified elsewhere. Workload estimates are located in G-TE-2.
- Real Property Maintenance
- The KTR shall provide an RPM manager and alternate(s) who shall be responsible for the performance of the work, designated in writing and shall have authority to make decisions for the company. The RPM manager shall have no additional duties, outside the real property maintenance function. During core hours, the RPM manager or alternate shall be located on-site and be available within 30 minutes to meet on the installation with government personnel. After core hours, the RPM Manager or alternate shall maintain a communication device by which they can be contacted by the designated government representative, and have an on-site presence within one hour, 24 hours a day, 7 days a week.
