Background

The Customer Integration Gateway (CIG) is intended to replace the Integrated Enterprise Portal (IEP). The IEP provides the primary digital gateway and platform connecting taxpayers, third parties, tax practitioners, and employees with the IRS. The current IEP vendor provides a range of application development, hosting, security, and operations services for approximately 100 IRS business applications, many of which enable delivery of the annual federal Tax Filing Season. In a time when the IRS needs to deliver increasingly more complex solutions to taxpayers more quickly, the IRS needs to take control of its infrastructure and provide more agile solution delivery options to its development teams. The CIG will increase control and centralize management of application hosting infrastructure, enabling development teams to test and deploy new capabilities to accelerate business value accordingly. The IRS anticipates awarding a new Information Technology managed services contract for CIG services during FY2025.

Requirements

  • CIG Objectives
    • The CIG Managed Service Provider (MSP) vendors will provide services that support the IRS core mission, and annual delivery of Filing Season. Continuity of CIG services to support current and future services and technologies is key to supporting the IRS mission.
    • The CIG Acquisition has the following objectives:
      • Serve as a transition phase to enable the agency to implement a Customer Integration Gateway (CIG) as a future state for infrastructure under IRS control to deliver increasingly more complex solutions to taxpayers more quickly
      • Design, gain accreditation for, and implement services that will satisfy the requirements in the PWS; support the scope and scale defined in the Current State of the IEP Systems and Services; and meet the quality levels defined in the QASP Performance Standards
      • Ensure continuity for IEP services and provide access to IRS business systems and services and Taxpayer Transmission Capabilities
      • Provide CIG services that efficiently leverage technology over the project’s life cycle and accommodate service changes driven by IRS policies and business mandates
      • Complete transition of all IEP services to approved CIG operations prior to the end of the IEP 1.5 contract period of performance
      • Enhance IRS oversight and accountability for CIG services by using efficient IT service management processes to continually improve taxpayer experience and enhance customer service. • Strengthen the CIG security posture by improving processes and utilizing tools to identify, report, and correct or mitigate security-related incidents and anomalies
      • Improved IRS visibility into application hosting costs
      • Minimize the risk, time, and cost required to transition between contracts/vendors
      • Accommodate application modernization to improve portability
    • The IRS requires vendor support to provide expertise in program and project management, technical solutions and analysis, and system integration support to integrate modernized business solutions into the IRS. The support is required in all dimensions of the CIG Program, including supporting the deployment of new applications to meet IRS future business needs.

    • The scope of work to be performed is envisioned to include the following distinct operational service areas:
      • Service and Program Integration Services
        • Provide CIG program and contract management services to ensure the delivery of high-quality integrated services
      • Infrastructure Services
        • Provide and manage an infrastructure to deliver the CIG environments and services
      • Application Hosting Services
        • Provide comprehensive hosting support for applications accessed by external users and organizations. Services include CIG monitoring, service management, capacity management, and application infrastructure integration
      • Security Services
        • Provide secure CIG environments to minimize risk to IRS data, applications, services, and users. Deliver CIG Active/Edge Cyber defense and analytics. Services include security compliance and ATO maintenance
      • Cloud Professional Services
        • Provide CIG services needed to support application hosting, integration, and operations for IRS workloads provisioned and deployed in IRS-provided cloud environments
      • Transition Services
        • Provide CIG services operations transition to and from other IRS-designated service provider(s) while minimizing risks to CIG service continuity and operations
