Background

The new Foreign Affairs Security Training Center (FASTC) established at Fort Pickett near Blackstone, Virginia will provide hard-skills security training to State Department personnel and the foreign affairs community. Due to the physical risks involved in these training exercises, the Diplomatic Security Training, Operational Medicine Unit (DS/T/TPS/SLTD/CTB/OMU) requires ancillary medical professional Contractor support for emergency response services. The magnitude of the location will require the Contractor to provide at least three (3) and up to five (5) fully equipped and the State of Virginia certified Advanced Life Support (ALS) ambulances with personnel and at least two (2) fully equipped fire suppression vehicles with extrication tools and personnel on site, as well as certified staff, supplies, equipment, and reports for an on-site clinic, except as provided under government furnished property. Up to six (6) First Responder Paramedics will also be required on-site on an as-needed basis.

Requirements

  • The Diplomatic Security Training, Operational Medicine Unit (DS/T/TPS/SLTD/CTB/OMU) has a need for certified, experienced Contractor support to enhance emergency response services. The Contractor shall provide:
    • On-site First Responder Paramedics (FRPs) equipped with first response medical equipment and supplies. Expected services will require being stationed at ranges during training operations to provide first response care in the event of an emergency. Medical personnel must be trained and certified at the paramedic level in the State of Virginia
    • On-site emergency medical personnel and services including ambulances, equipment, and certified paramedics. The Contractor shall respond on-site within four (4) minutes of being notified of any incident occurring at the assigned government facility. Medical personnel must be trained and certified at the paramedic level in the State of Virginia. The Contractor shall maintain the State of Virginia certification as an Advanced Life Support ambulance service.  Finally, the Contractor shall sufficiently maintain and calibrate all vehicles and equipment in accordance with manufacturers’ recommendations
    • On-site fire suppression equipment suitable for extinguishing fires associated with vehicular or explosive accidents (minimum 300-gallon tank per fire suppression vehicle) and personnel trained in its operations and maintenance. The Contractor shall respond on-site within six (6) minutes of being notified of any incident occurring at the assigned government facility. The Contractor must sufficiently garage, maintain, and calibrate all vehicles and equipment in accordance with manufacturer’s recommendations
    • On-site occupational and urgent care services supporting training center workforce employees, visiting faculty, and transient students attending coursework at the FASTC. Services include, but are not limited to:
      • Occupational health care services, including completion of worker’s compensation examinations, forms, and consultations following work-related injury occurring on the FASTC in order to facilitate the worker’s compensation process and determine clearance to return to work
      • Travel health services, including the administration of required immunoprophylaxis and prescription of necessary chemoprophylaxis, tailored to the anticipated travel location and duration. Treatment plans shall be developed in accordance with Government-provided guidelines, and vaccines shall be provided as Government Furnished Equipment
      • Urgent care services, including response to medical emergencies that present to the clinic pending deliberate ground or air medical transport to a hospital
