The people of NOAA use research and tools to provide citizens, planners, emergency managers, and other decision-makers with reliable and timely environmental intelligence.

ProTech 2.0 Background

The National Oceanic and Atmospheric Administration (NOAA) is an agency that enriches life through science. Their reach goes from the surface of the sun to the depths of the ocean floor as they work to keep citizens informed of the changing environment around them.

From daily weather forecasts, severe storm warnings, and climate monitoring to fisheries management, coastal restoration, and supporting marine commerce, NOAA’s products and services support economic vitality and affect more than one-third of America’s gross domestic product. NOAA’s dedicated scientists use cutting-edge research and high-tech instrumentation to provide citizens, planners, emergency managers, and other decision-makers with reliable information they need when they need it.

Professional and technical services represent a significant portion of the NOAA support services budget. The primary goal of this acquisition is to establish a suite of indefinite-delivery indefinite-quantity contracts for professional and technical services that will enable NOAA line and staff offices, and program units to accomplish their mission objectives. This acquisition and resulting multiple award contracts are designed to offer a broad range of services, solutions, and contract types to fulfill the majority of NOAA component and DOC departmental professional and technical service needs. This Statement of Work is comprised of five comprehensive domain categories (Satellites, Oceans, Fisheries, Weather, and Enterprise Operations) in order to select multiple vendors with the capability to support the breadth and scope of NOAA requirements.

Requirements

The Weather Domain has a focus on weather data collection and weather modeling. The mission and objectives of this Domain are related to supporting existing, updating, and planning hydro-meteorological and communications in support of the National Weather Service (NWS) mission and strategic plan.

The headquarters of the NWS is located in Silver Spring, Maryland, with regional headquarters located in Kansas City, Missouri; Bohemia, New York; Fort Worth, Texas; Salt Lake City, Utah; Anchorage, Alaska; and Honolulu, Hawaii. Other NOAA offices may also use this Domain if their requirements are covered herein.

Support activities under this Domain may include, but are not limited to, the following:

  • Scientific Services
  • Program and Project Management, Consulting, and Training
  • Engineering Services for Systems and Facilities

Evaluation Criteria

The procurement will be conducted through a phased proposal submission and phased evaluation with two phases:

  1. Phase One – Advisory: In this phase, Offerors are required to submit a written submission (Volume I) and Self-Assessment (Volume II). The Government will review these submissions to determine which Offerors are qualified to proceed to Phase Two.
  2. Phase Two – Evaluation of Written Proposals and Selection: In this phase, Offerors who have been selected from Phase One will be required to submit a further written submission (Volumes II, IV, and V), and an oral presentation (Volume III). The Government will evaluate the proposals based on the non-price factors of Technical Corporate Experience; Management Approach; and Past Performance. The highest technically rated offerors will be selected for award.

Proposal Submission

There are two phases in this proposal.

  • Phase One – Advisory: This phase requires a written submission (Volume I) and a Self-Assessment (Volume II (Part 1)).
  • Phase Two – Evaluation of Written Proposals and Selection. This phase requires a written submission (Volumes II (Parts 2 and 3), IV, and V), and an oral presentation (Volume III).
