Background

The Naval Surface Warfare Center (NSWC) Crane’s mission is to provide acquisition engineering, in-service engineering and technical support for Strategic Systems, Sensors, Electronics, Electronic Warfare, and Special Warfare Weapons; apply component and system level product and industrial engineering to surface sensors, strategic systems, special warfare devices and electronic warfare/information operations systems; execute other responsibilities as assigned by the Commander, Naval Surface Warfare Center. A key priority is to provide responsive, high quality, best value solutions to our customers while maintaining the public’s trust and fulfilling public policy objectives. To that end, NSWC Crane is seeking to increase its ability to provide non-engineering acquisition support to the Warfighter through award of a non-personal service task order (TO) that will provide:

  • Knowledge in requirements definition
  • Knowledge in FAR and Non-FAR regulations, processes, and procedures
  • Scanning and data management system knowledge
  • Knowledge of researching data for workload planning and data call support
  • Knowledge of Navy Enterprise Resource Planning (ERP) system for data entry of information

Requirements

  • The scope of this effort includes support of acquisition functions including data calls for workload planning, assistance with gathering of information to assist the government with preparation of requirements definition documentation for procurements with estimated values both above and below the Simplified Acquisition Threshold (SAT) and assisting Contract Officer’s Representatives (CORs) with data entry and file maintenance. The contractor shall support other tasks such as assisting the government with establishing schedules and monitoring progress of procurement actions; research and analysis of procurement issues; assisting the government with data collection allowing for implementing regulatory and policy guidance; and interfacing with various organizations/customers. In rendering support to the identified tasks, outputs may take the form of database generation, information, advice, opinions, alternatives, analysis, reports, standard procurement forms and reports, and evaluations or recommendations to complement the Government’s expertise required to accomplish its mission. In all applications, decisions and formal recommendations will reside with the government. The nature of this work will, at times, require the contractor support personnel to be capable of quick response to stringent deadlines. The contractor is expected to deal with multiple assignments, changing priorities and be able to deal with a multitude of requirements that may arise.
