GSA OASIS+ is a $60 billion-plus, Best-in-Class IDIQ GWAC designed to streamline access to a wide array of integrated professional services for federal agencies. Under Phase I, the program encompasses eight core domains. There is no single contract ceiling, and agencies can issue task orders of any size, with unlimited awards across the pool. The vehicle offers a ten-year ordering period with five-year base plus one five-year option, leveraging streamlined solicitation procedures to help agencies meet mission-critical needs quickly.

GSA’s OASIS+ On-Ramp pathway builds on the Phase I foundation by reopening existing domain solicitations to admit additional qualified contractors, including both large and small businesses across all socioeconomic categories. This process opens the door for firms that missed the initial competition or have since strengthened their capabilities, with size standards and set-aside provisions consistent with the original domains. Evaluations follow the same self-scoring methodology used in Phase I, ensuring a fair, transparent, and efficient selection process.

GSA OASIS+ Phase II—initiated by the June 17, 2025 Request for Information—builds on this foundation by introducing five new functional domains to better reflect evolving agency requirements and broaden contractor participation. These new domains open significant opportunities for both incumbent Phase I contractors and new entrants, with size standards ranging up to $47 million for certain small business set-asides. Agencies will use a similar self-scoring evaluation process to Phase I, ensuring a consistent, efficient means of awarding task orders.
