Draft RFP • W519TC-26-R-AHRS
GDI Consulting’s BidCAST — We write to win, Period!
Current government status
Draft RFPs for industry feedback only—not a final solicitation or an invitation to submit proposals. The Army Contracting Command–Rock Island notice covers separate GEN VI Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS) multiple-award IDIQ suites. This page and video focus on PLS.
Verified October 24, 2026: the notice was updated October 20. Industry feedback is due October 26, 2026, 4:00 PM CDT / 5:00 PM EDT. This is a feedback deadline, not a proposal deadline. Follow the notice’s online-form and Attachment 0009 instructions.

Read before watching: factual corrections
This edition retains the original narration and main briefing content, with a four-second GDIC opening card, a branded closing card and treatment of platform branding. Timestamps below refer to this edition. These clarifications control over the illustrated claims:
- About 2:04 — niche teaming: a targeted teaming approach does not itself establish compliance or eligibility. The “fully compliant” graphic is not a government determination; applicable solicitation requirements must be verified.
- About 2:49 — scoring graphic: CORE/ADV/SPEC is illustrative, not the official government self-scoring matrix. Use the actual draft attachments, and any subsequent revisions, for analysis.
- Past performance and corporate experience are distinct: the notice limits submitted past-performance qualifying contracts to three, with Acceptable/Unacceptable ratings. It separately adds a self-scoring matrix for Technical Subfactor 1, Corporate Experience. Do not treat the three-contract limit as a verified corporate-experience scoring cap.

What contractors should review
- The revised draft removes Technical Subfactor 3, Sample Task.
- Keep the pass/fail past-performance review separate from corporate-experience scoring and build an evidence file against the actual attachments.
- Amendment 001 repairs access to PLS/RMAS Attachment 0004 and RMAS Attachment 0008. Amendment 002 repairs RMAS Attachment 0001 access; it is not a new substantive PLS requirement.
- Check scope, eligibility, teaming rules and all later amendments before making a bid decision. No final RFP release, final award count, contract ceiling or eligibility conclusion is asserted here.
Procurement information changes. This is capture-readiness analysis, not government guidance. The current official notice and released documents control. Verify status and deadlines before acting.
