Background

The Headquarters United States Air Force Deputy Chief of Staff for Strategy, Integration, and Requirements (AF/A5/7) (alternatively “Air Force Futures”) focuses on developing Air Force strategy and concepts, conducting strategic assessments of the operating environment through wargames and workshops, manifesting an integrated future force design, and achieving timely and effective operational capabilities required for tomorrow’s Airmen to fight and win. Within AF Futures, AF/A5I, the Directorate for Integration and Innovation, develops future multi-domain total-force design in order to implement the National Defense and Military Strategies; drive integration and capability planning across the Air Force; and identify prioritized ways and means to guide resourcing priorities that improve Air Force lethality and enhance the joint and coalition fight. AF/A5I accomplishes its functions through wargaming, analysis, and developing innovative approaches, which this contract will directly support.

Requirements

The Advisory and Assistance Services (A&AS) are required to support the USAF Simulations, Training, and Experimentation (STE) programs that include the planning and execution of HQ USAF sponsored and supported wargames. Current Chief of Staff of the Air Force (CSAF) wargames are designed to explore future force design, capability concepts, and operating concepts to employ them in future operational environments. This PWS establishes the baseline tasks required to support the day-to-day operations of the AF/A5I AF Wargaming ‘team of teams,’ the Air Staff element responsible for developing, executing and reporting such wargames. It also provides the capability to surge for potential future efforts.

The Contractor shall provide non-personal A&AS support to the USAF STE programs for HQ USAF sponsored and supported wargaming. The Contractor shall provide manning and subject matter expertise to support AF Wargaming efforts and taskings. These personnel shall fulfil the following broad tasks:

  • Task 1: Wargame Operations
  • Task 2: Analytical Support
  • Task 3: Video Teleconference Operations
  • Task 4: Wargame Information Environment (WIE)
  • Task 5: Surge Operations
  • Task 6: Program Management
