Background

For over 25 years, the USAF has relied on a single-service provider to perform critical Facilities/Installation Maintenance and Mission Support Functions for DoD and USAF Installations in Turkiye. Base Operating Support (BOS) Services for installations in Turkiye are and have historically been under a single contract and PWS. This acquisition strategy is administratively burdensome and overly complex. For the UABOS follow on reprocurement, the Government will re-examine this acquisition strategy and the contract structures historically used. The Government seeks responses from industry partners that can fullfill the requirements in total, and also seek responses from industry partners, including local vendors in Turkiye that can support portions of the requirement.

Requirements

  • This contract shall serve as a vehicle to provide day–to-day base operation services to throughout locations supported by USAFE-AFARICA. The initial locations are primarily Izmir Air Station (IAS), Office of Defense Cooperation- Turkey (ODC-T), Ankara Support Facility (ASF), Turkey.
    • Additional USAFE-AFAFRICA locations could be added via task order(s).
  • The required support for UABOS shall fall into one of the following categories which will fall into Chapters:
    • 1) General Requirements,
    • 2) Program Management
    • 3) Civil Engineering,
    • 4) Communications Support,
    • 5) Force Support Services,
    • 6) Logistics Support Services,
    • 7) Safety, Occupational Health, Industrial Hygiene & Ambulance Services,
    • 8) Medical Maintenance Operations Maintenance Services (MMOMS),
    • 9) Administrative Services,
    • 10) Transient Alert,
    • 11) Aerospace Ground Equipment (AGE),
    • 12) War Reserve Material (WRM), and
    • 13) Rapid Airfield Damage Recovery (RADR) support.
  • Custodial and Grounds Maintenance will likely be procured separately from local Turkey vendors. This work may be removed from the BOS requirements
  • The contractor shall support military exercises and provide contingency support as defined within the PWS, and as directed by the Contracting Officer (CO). The contractor shall provide all personnel, supervision, equipment, tools, materials, transportation, and other items and services necessary to perform the PWS requirements, with the EXCEPTION of the Government Furnished Property & Services. The contractor shall also perform necessary phasein services (to include a joint property inventory with the outgoing contractor IAW FAR 45) during the contract phase-in period, as well as perform necessary activities to phase-out upon award of a successor contract IAW FAR 52.237-3.
