Background

The GSA Northwest/Arctic Region (R10) has a requirement for construction and Design-Build services to be completed within the GSA, PBS, Northwest/Arctic Region, referred to as Region 10 (R10). The geographic coverage area for this MATOC IDIQ is the State of Alaska. This IDIQ will be referred to as the “Alaska MATOC.”

This Solicitation and Agreement establishes an IDIQ award pool. The GSA, PBS, Region 10 will use the award pool to solicit task orders for construction projects in federally owned and controlled facilities located in the specified areas. GSA facilities are primarily located in major metropolitan central business districts and land ports of entry (LPOE) in remote locations along the United States and Canadian border.

Requirements

  • Work includes, but is not limited to, tenant improvement, minor repair and alteration of building envelope, conveyance systems, roofing, mechanical and electrical systems, plumbing, fire and life safety systems, and exterior improvements. Construction projects will be completed in safe, efficient, cost-effective manner that is based upon prudent use of taxpayer funds. Contractor firms awarded a Task Order Contract shall deliver the completed construction project, for its intended purpose and within the established project delivery schedule. Prime contractors are responsible for project management, site superintendence, labor, subcontractor management, quality control of installation and end use functionality for all work awarded
  • Project Delivery Methods:
    • GSA uses multiple project delivery methods to fulfill project requirements and achieve the objectives of individual construction efforts. Project delivery method determinations are based upon the requirements during project planning. Individual Task Order RFPs will clearly state the applicable project delivery method and TO RFP evaluation process. GSA reserves the right to enlist third party firms such as Construction Management firms that may occasionally provide additional support in the form of physical inspections, submittal reviews, and other associated tasks. The four project delivery methods included in this program are:
      • Non-Complex Construction: Non-complex construction is defined as construction efforts with no or minimal formal design documents. Project documentation will be based upon Government furnished scopes of work and occasional sketches or as-builts of the project site. Project controlswill include routine submittals such as product data, SDS and cut sheets in addition to the project schedule
      • Design-Bid-Build (DBB): DBB projects will be delivered based upon Government furnished drawings and specifications. The contractor will be responsible for executing the work in accordance with the drawings and specification and in collaboration with GSA contracted A/E firm responsible for the design documents. Revision to design drawings because of constructability issues are the responsibility of the GSA
      • Design-Build (DB): This IDIQ supports design-build project delivery. The prime contractor, partnered with an A/E firm or team; is responsible for the collaborative design and construction of the project. The task order solicitation procedures allow for both single phase and two-phase selection procedures. Note that TO RFP evaluation processes will be reflective of performance-based project outcomes
      • Bridging Design-Build (Government furnished design documents). The GSA may furnish design documents, not to exceed 30% design completion, as the basis for further design and construction by the contractor
